Gujarat bags State of the Year award for innovation driven e-governance

New Delhi: Gujarat has been adjudged as a winner of State of the Year award for best practices in e-governance, at the SKOCH Awards 2013 constituted by SKOCH, a strategy and management consultancy.
The award was received today by Shri S K Nanda, Additional Chief Secretary(Home), Government of Gujarat from Shri Nandan Nilekani, UIDAI chairman at a function held here.
After receiving the award, Shri Nanda apprised that the Gujarat model of e-governance has been rated as the best in terms of number of e transactions recorded on e Taal portal. Gujarat has adopted a comprehensive approach towards e-governance with well defined administrative processes involving all departments and its functionaries. The outcome of this is fast delivery of service at lower cost, enhanced reach and increased e-literacy in the state.
The Jury comprising of eminent personalities were spellbound by various schemes of Government of Gujarat in sectors such as panchayats, education, revenue, e Taal and security apparatus and voted to give the platinum award to Gujarat.
In addition to the state of the year award, various departments of Gujarat state including Surat Municipal Corporation, iNDEXTb, e-dhara, Gujarat Informatics Limited and department for home (for digitization of crime database) received awards in different categories.
Gujarat has received a number of national and international awards in last decade for Good Governance. The state has been adjudged the best Big State for providing citizen security and one of the top three Best Big States for their overall performance at the IBN7 Diamond States Awards – 2012. In November 2012, Gujarat was also adjudged Best Big State (Overall) in the country for its performance by India Today. It was also adjudged Best State for Investment.
In the last decade, the State Government has taken a series of initiatives that have generated wonderful results. Gujarat’s pioneering initiatives in areas such as water management, disaster management, health care, education, women empowerment, rural development, industrial development, investment promotion have been studied far and wide and several of them have been replicated and up-scaled in other states of the country.

NCRB 8,233 women died in disputes over dowry payments in 2012

National Crime Records Bureau (NCRB), 8,233 women died in disputes over dowry payments given by the bride’s family to the groom’s family at the time of marriage in 2012 – that works out to be one death per hour.
The report comes as the world’s attention remains on women’s rights issues in India after a number of high-profile rape cases shocked the nation and the globe.
Thousands of Indian women die every year because the groom’s family deemed the dowry amount to be inadequate. Many of the women are doused with gasoline and burned to death. According to AFP, dowry demands continue even years after the marriage ceremony.
The number of deaths has been steadily growing, rising from 8,093 in 2007 to 8,618 in 2011.
The NCRB is responsible for the collection and processing of crime statistics at the national level.
Law does not allow the paying and receiving of a dowry, but century-old traditions remain in place despite legal boundaries.

Quake of 6.0 m hits off western Canada coast
A 6.0 magnitude earthquake struck off Canada’s Vancouver Island on Tuesday, the US Geological Survey reported. A tsunami is not expected after the quake, which hit 124 miles (200 kilometers) west of Port Hardy in British Columbia. The earthquake was identified as shallow, as it occurred 7.5 miles (12 kilometers) below the seabed. The western coast of Canada experiences small tremors on a relatively regular basis because of its proximity to the Queen Charlotte Fault, which marks the boundary between the Pacific and North American tectonic plates.

Global market plunge on Israeli test missile launch
Markets immediately fell on Tuesday after the Russian Defense Ministry reported the launch of two ballistic missiles in the eastern Mediterranean. The FTSE 100 slumped down nearly one percent (7.01 points), but later recovered, when the launch was claimed by IDF to be a joint Israeli-US early warning system test, refuting fears of a start to a Syrian offensive. Stock markets in Germany and France experienced similar losses. Traders reacted to fears of escalation of war in the Middle East as far as India, as the BSE Sensex fell nearly 4 percent (651 points) on “geopolitical worries,” media reports.

Al Jazeera Egypt and three other TV channels are to be shut down following an order from an Egyptian court, reports the BBC. Seven Al Jazeera employees were taken into custody last week and held for five days without charges. Authorities released four of them on Sunday. The arrests came after Al Jazeera’s offices were raided and equipment was seized by Egyptian authorities.

China ready for South China Sea peace resolution

China has said it will host talks with senior officials from the 10-member Association of Southeast Asian Nations (ASEAN) over a proposed ‘Code of Conduct’ for the South China Sea, Media reports.
When four ASEAN nations, including Vietnam and the Philippines, have conflicting claims with China over the sea matter assume significance.Taiwan also claims parts of the sea and numerous islands within it. Chinese Premier Li Keqiang, speaking at the opening of a China-ASEAN trade fair in the southern Chinese city of Nanning, said China would“proceed systematically and soundly push forward talks on the Code of Conduct for the South China Sea.”Regional tensions have been on the rise as China has used its growing naval power to assert claims over the oil and gas rich waterway, raising the prospects of a military conflict.Media agencies

Earthquake in southern Japan Wednesday registered at a preliminary magnitude of 6.9, public broadcaster NHK said. Tremors were felt in Tokyo and along the east coast of Japan, though no injuries, damage or tsunami warnings have been reported. The earthquake was measured 400 km (250 miles) below the earth’s surface, NHK said. The U.S. Geological Survey measured the quake at a magnitude of 6.5.

Half of Venezuela without power

A blackout left approximately half of Venezuela without power Tuesday. Government officials blamed the incident on a break in one of the nation’s major power transmission lines that provides electricity to the western and central regions of the country. Twelve of Venezuela’s 24 states were left in the dark, although authorities expected the lights to be turned back on within hours. The outage did not affect Venezuelan oil production. President Nicolas Maduro took to Twitter, claiming the evidence indicated “the far-right has resumed its plan for its electrical strike against the country.”

Philippine President Benigno Aquino has publicly announced the cancellation of a planned trip to a Beijing trade fair after Chinese officials expressed preconditions that Manila withdraw a UN arbitration case over disputed islands in the South China Sea. Philippines foreign ministry spokesman Raul Hernandez said that Chinese Foreign Minister Wang Yi, along with two other diplomats, had shared the conditions necessary for Aquino to attend the China-Asean Expo – an annual event which this year celebrates the Philippines as a “country of honor,” AP reported. The Philippines will instead send a delegation to the trade show, headed by the country’s trade secretary. “The president stood firm in the defense of the country’s national interest,” said Hernandez.

Buddhism & Indian Philosophy
by Prof. Samdhong Rinpoche
An eminent and distinguished scholar, teacher, philosopher, leader and a lifelong campaigner for Gandhian principles, especially that of nonviolence.
Prof. Samdhong Rinpoche was born as Lobsang Tenzin in 1939 in the Tibetan province of Kham. At age five, he was recognized and enthroned as the reincarnation of the fourth Samdhong Rinpoche. (The Tibetan term “Rinpoche” in an honorific title literally meaning “precious one,” and is used for revered teachers and lamas.) He began his monastic studies at age 12 and eventually obtained a Doctorate in Buddhist sciences at the University of Drepung in Tibet in 1970. In 1959, Rinpoche fled to India to escape the repressive Chinese government in Tibet. There, he was commissioned by His Holiness the Dalai Lama to serve as a teacher to monks in exile. He was appointed director of the Central Institute for Higher Tibetan Studies in Varanasi in 1988 and remained there until 2001. On July 29, 2001, Rinpoche was named Kalon Tripa, or Prime Minister of the Tibetan Exile Government, the first political leader to be directly elected by the people in exile. Prof. Samdong Lobsang Tenzin Rinpoche has been appointed Chancellor of Sanchi Buddhist and Indic Studies University. The appointment has been made by the general council of Sanchi Buddhist and Indic Studies University.

The talk series will explore some of the important philosophical traditions and the impact they have had on the Indian Mind. We hope to help cultivate a deeper understanding of India’s civilizational heritage in a manner that is accessible to a lay person. To start with we plan to look at Sāmkhya, Yoga, Nyāya, Vaiśeşika, Pūrva, Mīmāmsa and Uttara Mīmāmsa that advanced Vedic ideas & philosophies. In time we hope to look at the philosophies of The Mahābhārata, Śankara/Rāmānuja, Buddhism/Jainism, Ramakriṣhṇa/Vivekānanda and the four yogas (Karma, Bhakti, Raja, Hatha) etc.

3rd September, 2013: More than 1,200 adivasis from the 33 hilly adivasi villages on the Narmada river bank, affected by the Sardar Sarovar Project (SSP) and 73 forest villages in the Satpuda ranges of Nandurbar District of Maharashtra, marched into the CollectorⳠoffice yesterday and demanded a conclusive answer to various serious issues such as compensation for illegal submergence caused due to the release of waters from the upstream dams in the SSP reservoir, land-based rehabilitation of more than 1,500 adivasi families in the 33 villages, rights of adivasis in the 73 forest villages, inquiry into and action against corruption in NREGA, PDS; ensure community forest rights, review of small and medium dams on tributaries of Narmada, lack of civic amenities at the resettlement sites, role and rights of Gram Sabhas, food grains at BPL prices for the children of Jeevanshalas etc.
As the andolankaris, a large majority of them adivasi women from various villages in the Shahada, Akkalkuwa, Taloda and Dhadgaon tehsils, walked into the gates of the CollectorⳒ office at Nandurbar, an all-male armed police force stopped and severely assaulted many of oustees, who were pushed to the ground, but stood up and faced the police force with peaceful resistance.ࠗe strongly condemn the action of the police in dealing with the poor adivasi oustees, at the instance of the officials and demand legal action. Ultimately the officials had to concede and the police had to withdraw. The protest continued with spirited songs, slogannering and demands for justice, compensation, rehabilitation, action against corruption and all civic rights. Later in the evening, a large delegation of 40 adivasis, representing various villages, along with Medha Patkar and other activists held a 6 hours long dialogue with a battery of district officials including Mr. Om Prakash Bakoria District Collector, Chief Executive Officer, District Panchayat, Nandurbar Addl. Collector (SSP), Regional Officer, Resident Addl. Collector, Addl. Collector (Revenue) etc.
The Satyagraha continued within the Collectorate on the 2nd day as well, since the oustees wanted concrete decisions and written commitments. Senior activists and supporters visited the dharna site and extended their solidarity to the peaceful and valiant struggle of the adivasis in the Narmada valley, which is to shortly complete three full decades. Detailed discussions continued from 11 a.m. upto 4 p.m. in the afternoon. Some of the main issues and demands put forth were:༯span>
- Finalize the exact number of oustees living in the 33 original villages, whose land-rehabilitation is pending.
- Sardar Sarovar should not be pushed ahead at any cost, until complete cultivable, irrigable and suitable land-based rehabilitation of all the oustees, with house plots, all civic amenities at the resettlement sites as per the Narmada Water Disputes Tribunal Award (NWDTA) and Judgements of the Supreme Court is guaranteed.
- Immediate Panchanamas and payment of compensation for all the crop and house losses due to illegal submergence.
- District administration must concretely take ahead the process of recognizing community forest rights and convert all the 73 forest villages into revenue villages by the end of September, 2013, in compliance with the directive of the Secretary, State Forest Department to the District Collector.
- Prompt inquiry into corruption and irregularities in NREGA, PDS and other schemes and strict legal action against the responsible officials / persons. More than 2 crores corruption in 8 villages of Dhadgaon has been unearthed, with wages paid to deceased and non-existent persons etc !
- Halt to and review of the series of medium dams on the tributaries of Narmada and provide all documents, project proposal, maps, clearances, in the local languages to the Gram Sabhas and decide on the local water use and management with consent of the Gram Sabha.

The handsome Samir Dharmadhikari, most remembered for his portrayal of King Gagadhar Rao, the husband of ‘Jhansi Ki Rani’, will play the righteous King Suddhodana, father of Prince Siddhartha. Nigaar Khan will dazzle as always in the negative role of Mangala, the vicious and cunning aunt of Prince Siddhartha. Actors Deepika Upadhyay, Gungun Uprari and Siddhartha Vasudev will play the roles of Queen Mahamaya, Queen Prajapati and Dronadhan respectively.
It is interesting to note that ‘Buddha’ was initially supposed to be made into a film. Spice Studios had begun work on a film based on the same subject with filmmakers Shekhar Kapur and Ashutosh Gowariker helming the research and script development. However, Dr. Modi explains his choice of medium saying, “The scope of television today is larger than films and we wanted Buddha’s story to unfold in all its splendour and reach out to the largest denominator of people possible. Only TV can give us that reach … especially ZEE, with its international reach spanning over 169 countries!”

Large ECBs for Import of Capital Goods in July 2013

Indian firms have raised US$3.71 bn through external commercial borrowings (ECBs) in the month of July 2013 and US$1.95 bn during June 2013 by automatic and approval route. The borrowings stood at US$3.71 bn in July 2013 as compared to US$ 1.07 bn in July 2012.

A closer look at the ECBs pattern reveals that the lion’s share in ECB during the month of July 2013 is held by import of capital goods contributing to about 62% of the total, followed by rupee expenditure Loc.CG at around 16% and overseas acquisition at around 6%.

July core infra grows at 3.1%
The core infrastructure grows to 3.1% (Y-O-Y) in July 2013 as compared to 0.1% (Y-O-Y) in June 2013. The combined index of Eight Core Industries stands at 156.4 in July, 2013 with a growth rate of 3.1% as compared to 4.5% in July, 2012. The decline in the growth rate in July, 2013 was mainlyon account of negative growth witnessed in the production of crude oil and natural gas.

In cumulative terms core infrastructure industries registered a growth of 1.9% during Apr-July 2013-14 as against 6.3% during the corresponding period of previous year.

Electricity generation grew by 3.4% during Apr–July 2013-14 as against 5.7% growth during Apr–July 2012-13, while steel production grew by 4.1% during Apr–July 2013-14 as against 2.8% during Apr-July 2012-13. The production in crude oil grew by (-)1.6% during Apr–July 2013-14 as compared to its growth at (-)0.6% during Apr–July 2012-13, whereas petroleum refinery production registered a growth of 4.7% during Apr–July 2013-14 as compared to 24.1% growth during Apr–July 2012-13. Fertilizer production grew by 1.9% during Apr–July 2013-14 compared to its growth at (-) 9.5% during Apr–July 2012-13 and cement production grew by 2.7% during Apr–July 2013-14 compared to its growth at 10.1% during Apr–July 2012-13.
