Lithuanians to register guns online


Lithuanian authorities will allow citizens to register their rifles and handguns on the internet, police said. A new website makes it possible to submit all the registration documents, Itar-Tass reported. Those who bought arms will have to go to a police station only to get a license. Sellers of weapons will also check their clients’ gun permits in an electronic police system and report what weapons were bought. In the Baltic nation of about 3 million people, citizens have some 120,000 rifles and handguns.

 

Greek police fire teargas at anti-fascist protest


The Greek police have fired teargas at dozens of demonstrators who threw stones and bottles at them in Athens during a protest Wednesday against the neo-Nazi Golden Dawn party, Reuters reports. Thousands of Greeks marched to the party’s headquarters some 5 kilometers from the city center in the biggest show of public anger at the killing of an anti-fascist rapper by a member of Golden Dawn.

 

Israel, Palestine agree to intensify peace talks with greater US involvement – Kerry


Israel and the Palestinians have agreed to intensify their peace talks with greater American participation, US Secretary of State John Kerry said at the UN General Assembly. “We have agreed now, in the last week, when I have met with both (Palestinian) President (Mahmoud) Abbas and (Israeli) Prime Minister (Benjamin) Netanyahu, we have agreed now to intensify these talks,” Kerry is cited as saying by Reuters. “And we have agreed that the American participation should be increased somewhat in order to try to help facilitate (that).”Israel and Palestine have resumed the Middle-East peace process after nearly three years of deadlock this July.

 

Mortar round kills woman at Iraq consulate in Damascus


An Iraqi woman was killed when a mortar round slammed into Iraq’s consulate in the Syrian capital on Thursday, a diplomat told AFP. Syrian news agency SANA said three people were injured when the round hit the consulate in the central Maliki neighborhood in Damascus.


Egypt’s relations with US ‘unsettled’ – minister


Egypt’s relations with the US are “unsettled” as Cairo struggles to redefine its national interests, Interim Foreign Minister Nabil Fahmy said. “We have had two revolutions in 2 1/2 years. Egyptians are trying to define their own identity,” the minister told AP in an interview Wednesday. He said that trying to determine who Egypt’s friends are is an “emotional process.” He also noted that the Americans, like most of the world, “have always been used to dealing with governments in the Arab world, not with people.”Washington is also adapting to a “new reality created by Arab Spring uprisings,” Fahmy said, adding that Egypt is open to improving its relations with all nations, including Iran.


Australia PM Abbott forms indigenous council


Australian Prime Minister Tony Abbott has created an Indigenous Advisory Council. The new body will focus on creating jobs and reforming the welfare system, the BBC reported. The new Liberal prime minister, who promised to make Aboriginal affairs a priority during his election campaign, will continue his practice of living in a remote indigenous community for at least one week each year. Former Prime Minister Kevin Rudd in 2008 formally apologized to the indigenous population for policies that “inflicted profound grief, suffering and loss.”


Militants fire on Pakistani officials’ chopper in quake-hit area


Militants have fired rockets at a government helicopter flying over Awaran district of Pakistan’s Baluchistan province, which was struck by a massive earthquake this week. The projectiles reportedly missed the target and the aircraft was unharmed, an official said. The helicopter targeted on Thursday was carrying the head of the country’s National Disaster Management Authority, a Pakistani Army general in charge of relief operations and others.


23 people killed by bomb blasts in Baghdad markets


Bombs left inside markets in mainly Sunni Muslim districts of Baghdad killed at least 23 people on Thursday, police said. The deadliest attack took place in Saba’a al-Bour on the capital’s northern outskirts. Three bombs exploded there killing at least 15 people, Reuters reported.

Turkish forces recapture 18 Kurds who tunneled out of jail


All 18 Kurds who broke out of a prison by digging a 70-meter tunnel in the city of Bingol, southeastern Turkey, have been caught, officials said. Four of the fugitives were in prison pending trial on charges of aiding or belonging to the illegal Kurdistan Workers Party (PKK), and the others were serving sentences following conviction on the same charges, Reuters reported. Security forces captured them in a mountainous, wooded area near the village of Ortacanak, some 16km from Bingol, according to officials.


Moscow may ban Japanese politicians’ visa-free travel to South Kuril Islands


Moscow may cut Japanese political figures out of the Russian-Japanese visa-free exchange program if they continue claiming that Russia’s South Kuril Islands belong to Japan, the Russian Foreign Ministry said Thursday. It cited in a commentary the remarks made by Japan’s Minister for Okinawa, Northern Territories Affairs and Science, Technology and Space Policy Ichita Yamamoto in the city of Nemuro on September 23. Yamamoto said that “his conviction in the need to return [the Northern Territories to Japan] grew stronger,” the ministry said. If Japanese politicians “prove unable to refrain from making public statements on the ‘island topic’ after traveling to the Russian territory, we maintain our right to restrict their participation in such trips,” it added.


27 people killed in Sudan fuel subsidy-cut protests


Twenty-seven people were killed in Wednesday’s protests against fuel subsidy cuts in the Sudanese capital Khartoum, Reuters reported, citing a medical source. Their bodies are at the Omdurman hospital, according to the source. Relatives and medics said Wednesday that at least six people were killed in the protests.

Death toll in Pakistan earthquake reaches 348, another 552 injured

The spokesman for the Balochistan provincial government, Jan Mohammad Bulaidi, said Thursday that the death toll in an earthquake had climbed to 348 and that another 552 people had been injured. Tuesday’s quake centered in the Awaran district, one of the poorest in the country, leaving much of the population homeless. The remoteness of the area and the lack of infrastructure hampered relief efforts. Media agencies 


 

Role of budget private schools in improving education outcomes

National Independent Schools Alliance, an initiative of Centre for Civil Society, held its second annual School Leaders Summit (SLS) at India International Centre, New Delhi on 26 September 2013.
Over 150 budget private school leaders, educationists, researchers, investors, school principals and proprietors came together at the IIC to examine the role of budget private schools in the education space, and to share and explore opportunities and innovative practices to improve quality of schooling and student performance.
Honorable Member of Parliament Sh. Madhu Goud Yaskhi was the Chief Guest for the summit. Sh. Yaskhi who is currently serving on the Standing Committee for Human Resource Development, addressed the gathering and said that there is no mechanism to work out a balance between the population and schools set up by the government. He went to state that “if the government can give concessions, land to businesses, it can also support low-fee schools for poor kids.” However, one cannot rule out government schools completely.
Kulbhushan Sharma, Vice President of NISA introduced NISA and explained the genesis of the alliance. He then set the tone for the event by highlighting the importance of budget private schools and parental choice in education, saying that low budget private schools are dealing with a lot of problems, and it is becoming difficult for them to operate. “NISA is that platform that will enable children to receive good education in low fee private schools.” Many surveys show that the quality of education is much better in low-fee private schools; government, however, does acknowledge the quality of education in such schools especially when every parent is ready to spend 50% or more of his income in educating their children.
This was followed by four panel discussions, where eminent practitioners, researchers and school owners shared their valuable insights with the delegates.
The panel on Barriers to the Choice of Education was chaired by Amit Kaushik, former Managing Director at Educomp. The panel hosted R Sridhar, Managing Director of Educational Initiatives who said that it is unfortunate that private schools do not enjoy government support. Prof. Geeta Gandhi Kingdon, Professor of Education Economics and International Development at London University then took the stage to discuss the status of budget private schools vis-a-vis the government schools. Through research she stated that the quality of education in budget private schools is much better. R C Jain, President of NISA, and Delhi State Public Schools Management Association highlighted the tension between teachers who could teach better and those who have a a B.Ed certificate. This is forcing schools to hire teachers who are qualified but can’t teach. Tejpal Singh, Secretary General of the Punjab Private Schools Organisation and NISA State Representative from Punjab concluded that RTE has a lot of unfavorable implications on low-fee private schools. The SSA should have completed in 2020. Now, it will go on till 2030. The government gives itself 75 years to educate the nation, it gives private schools 3 years to comply with the RTE which is an unfair proposition.
The next discussion was on School Leadership Training- Chaired by Azad Oomen, CSF. Aditya Natraj, Founder Director of Kaivalya Education Foundation who has been working in the field of leadership development said “This is not a budget school versus public school debate- it’s a war on quality”. Mohammed Anwar, Managing Director of Empathy Learning Systems Pvt Ltd, an organisation he co-founded with Professor James Tooley gave his insights, saying that “We need to have a clear vision for our work and clear standards to judge the outcomes”.
A lunch break was followed by a session on Running of Great Low Fee Private Schools chaired by Amitav Virmani, Country Director for Absolute Return for Kids (ARK). Amitav Virmani questioned the pillars necessary for a good education. On the panel, Siddharth Ajith who manages new initiatives at Gray Matters India provided the viewpoint of a researcher and said “we are moving towards a system where there are personalised pathways to learning for students, however while that is a vision for the future, we can begin by having student-centric teaching today”.  Shiladitya Ghoshof XSEED talked about his experiences and Ashok Thakur, Founder of Muni International School gave an overview of the running of his school.
The last session of the day was one on School Financing Models where Harsh Shrivastava, COO at Centre for Civil Society chaired the session, with Lokesh Gupta of Spice Investment Fund and Neeraj Sharma, CEO of Indian School Finance Company on the panel. They discussed that equity investment was difficult because it was difficult to find an exit for a school, which was not a company that could list on the stock market.  So, a hybrid model that looked at cashflows might be needed. Lending was also a risky business.  Banks often found it difficult to lend because they were not sure if they could actually shut down the school or sell of part of it, whichever their collateral was.  Private lenders were there, but they would charge higher interest rates, which school promoters might find difficult to pay.  Yet, models needed to be found that were profitable for both lender and borrower of a low-fee school and that ensured timely disbursals.
Delegates got the opportunity not only to gain insight and interact with the esteemed panelists, but also had the chance to network with a diverse cross-section of individuals in the education space and share their learnings. Service Providers also got the space to showcase and test the validity of their innovative practices.
The summit served as an important step in helping the National Independent Schools Alliance achieve its dual aim of strengthening advocacy efforts for budget private schools with the government, amplifying the voice of these schools that currently face closure in the face of Right to Education norms for school recognition; and improving the quality of schooling and student performance in these schools.


 

Nos of convictions declared by sitting MPs , MLAs and Contesting Candidates

            I.            Comparison of number of pending cases and number of convictions declared by sitting MPs , MLAs and Contesting Candidates
(Elections Covered: Parliamentary and State Assembly elections after 2008)

·         Sitting MPs & MLAs with declared cases: In the elections (including Lok Sabha 2009 and State Assembly Elections) since 2008, of the 4807 elected members (MPs and MLAs) 1460 (30%) have declared criminal cases against them of which 688 (14%) have declared serious criminal cases.
·         Contesting Candidates with declared cases: Overall, during these elections since 2008, out of the 47389 analysed candidates who contested the elections a total of 8041 (17%) have declared criminal cases against them of which 3759 (8%) have declared serious criminal cases.
·         Convictions of sitting MPs & MLAs: The convictions declared by elected members (MPs and MLAs) since 2008, only 24 (out of 4807 analysed MPs & MLAs) i.e. only 0.5% have declared in their affidavits that they have been convicted at some point in a court of law.
·         Convictions of contesting candidates: Of the total 47389 analysed contesting candidates who have contested various elections since 2008, only155 (0.3%) contesting candidates have declared in their affidavits that they have been convicted at some point in a court of law.
                                                                                                                                    II.            Very low rate of convictions

·         One obvious reason for this low rate of conviction is the excruciatingly slow pace at which hearings of cases proceed in our courts.
·         It is possible that a candidate contesting an election may be refraining from declaring conviction in his/her affidavit once an appeal in a higher court is admitted challenging the conviction. In such a case this candidate may merely mention that an appeal is pending in a court and may not declare the conviction in the appropriate section of the affidavit.
·         It is also possible that candidates may be suppressing/hiding the conviction altogether because as of now there is no reliable mechanism in place to scrutinize these affidavits.
                                                                                                                           III.            Clarifications about convictions
(With respect to the July 10, 2013 Supreme Court judgement in Lily Thomas vs Union of India case)

·         Not all convictions lead to the disqualification of sitting MPs or MLAs. Only convictions related to the cases registered under those violations mentioned in section 8(1), 8(2) and 8(3) come under the purview of the Supreme Court judgement.
·         The convictions mentioned (in above I) declared by candidates or elected members (in elections since 2008) don’t come under the purview of the Supreme Court judgement because the judgement is not applicably retrospectively i.e. only convictions later than 10th of July 2013 will result into the disqualification (and not the ones prior of this date)
·         The current status of these convictions declared by candidates as to whether they have been turned down or stayed by a higher court in not available in public. We will only get to know this when these candidates file a fresh affidavit with the Election Commission of India if and when they choose to contest a fresh election.

Brand USA Successfully Concludes Second India Travel Mission

September 26, 2013 in New Delhi and Mumbai, the mission witnessed the participation of 47 delegates, representing

The Report of the Dr. Raghuram Rajan Committee for evolving a Composite Development Index of States has been submitted to the Union Finance Minister Shri P.Chidambaram.  The committee has proposed a general method for allocating funds from the Centre to the States based on both a state’s development needs as well as its development performance.   The committee has formulated a Multi Dimensional Index of backwardness on the basis of per capita consumption as measured by the NSSO, the poverty ratio and a number of other measures. It has been recommended by the committee that the states scoring 0.6 and above on the index may be classified as “Least Developed”; states that score below 0.6 and above 0.4 may be classified as “Less Developed”; and states that score below 0.4 may be classified as “Relatively Developed”.  The committee observe that the twin recommendations of the basic allocation of 0.3% of overall funds to each state and the categorisation of states that score 0.6 and above as “Least Developed” states will address demand for funds and special attention of different states more adequately.

Please urge President Obama

Dear Naresh:
In his speech to the U.N. General Assembly yesterday, President Obama advocated a broad effort to end the Syrian conflict by renewing peace negotiations.  Such a plan must target those who are propping up the Assad regime with weapons, money, fuel, military aid and diplomatic cover.
We must focus not only on those who are perpetrating atrocities in Syria, but also on those who enable them.
Bashar al-Assad does not stand alone. Russia’s state-run arms dealer, Rosoboronexport, has sold the Assad regime about $5 billion worth of weapons since 2008.  Other entities—individual, commercial, and state—have supplied him with weapons, ammunition, fuel, shipping and financial services. Moreover, banks in Russia and many other countries are reported to be sheltering the Assad family fortune.
Please urge President Obama to lead coordinated international action against these enablers.  He should begin at home, by ordering the Pentagon to stop ordering helicopters from Rosoboronexport.
The United States has purchased over $1 billion worth of Mi-17 helicopters from Rosoboronexport for Afghanistan, ignoring mounting opposition from Congress and human rights groups like ours.  The Pentagon keeps buying, even while Rosoboronexport supplies Assad’s forces with the weapons that kill Syrian civilians.
Now, the Pentagon wants $350 million more to buy 30 more Mi-17 helicopters from Rosoboronexport for Afghanistan.  That would send Russian President Vladimir Putin – and his client, Assad – exactly the wrong message.
American taxpayers should not swell the profits of Assad’s chief arms supplier. The United States must not rely so heavily on Russian-made military equipment that we can’t afford to stand up for our principles – or even our best interests.
In addition, Russian banks, Ukrainian shipping companies and other enablers are helping the Assad regime circumvent U.S. and EU sanctions by holding Syrian money or enabling weapons sales while continuing to do business, legally, in the Europe Union and the United States. The Treasury Department has warned Russian banks to stop – but if they have done so, it’s unclear where the Syrian money went.
We cannot stop companies or governments from shipping weapons to Assad. But we can bar those who do business with a regime that has used chemical weapons against its own people from having access to our banks and our vital capital markets.
