Environment Minister Inaugurates Conference on Clean and Green Transport for Delhi-NCR
The Minister of State (Independent Charge) of Environment, Forest and Climate Change, Shri Anil Madhav Dave, has strongly emphasised the need to adopt the three-fold ‘mantra’ of “Sun, Cycle and Saving” in the energy sector for clean and green energy. Inaugurating the Conference on Clean & Green Transport for Delhi NCR – Alternatives and Solutions” here today, Shri Dave said that solar energy is the energy of the future and Research & Development (R&D) needs to be done on solar energy, as it will revolutionise the energy sector.
The Minister advocated cycling as the best mode of transport for short distances and cited additional health benefits as another factor for adopting of cycling. Shri Dave also said that energy should not be used carelessly, as energy saved is energy produced. He added that individuals must lead by example in saving energy and also stated that non-practising environmentalists and non-practising scientists were not required.
The Environment Minister pointed out that those involved in R&D must keep in mind the different between the success achieved in laboratories and success while implementing solutions on the roads. He also urged researchers and scientists to be completely immersed in their subjects of research.

Application for Empanelment of Artists/Events

M/O Culture Invites Proposal /Application for Empanelment of Artists/Events with Ministry for Festivals of India Abroad
Ministry of Culture (MoC) is responsible for conducting Festivals of India (FoIs) abroad as part of focused strategy for strengthening international cultural relations and enhancing India’s soft power. This scheme was revived by the Ministry in 2013. The events in Festival of India generally include Dance, Music, Theater, Films, Food, Literary Festival, Yoga demonstration, Folk Arts, Performing Arts, Exhibitions and workshops etc. It may be noted that the main focus of a FoI is to connect and enhance the perception of India in the minds of the locals.
The Festivals of India are organized in various countries through the Indian Missions situated there. In this endeavour, the autonomous organizations, private institutions/NGOs/Universities/individuals contribute towards making Festivals of India a success.
Ministry of Culture initiates communications with the Indian missions, the nodal implementing agency abroad elicits their interest for the Festival of India, if they want to hold it in their country. The Ministry sends them a list of suggested events for their perusal/selection.
Festival of India Cell in the Ministry of Culture will coordinate with all the participating agencies involved in coming up with a consolidated proposal containing detailed information about all possible aspects of preparation from venue to handling of cargo to budgetary requirements.
All the agencies, which are desirous of participating in the Festivals of India abroad, are requested to visit M/o CultureWebsite: http://www.indiaculture.nic.in/ in this regard and to provide details of the events/performances in the prescribed format within given time to the Festival of India (FoI) Cell in the Ministry of Culture for inclusion of artists/events in Festivals of India abroad. A brief concept paper for each event along with link may also be included. Those artists who have earlier applied and graded by the Ministry need not apply again.

Shri Radha Mohan Singh Launches Krishi Vigyan Kendra (KVK) Portal


KVK portal will Help in Monitoring at the National Level and in Providing Timely Information and Advisory to the Farmers: Radha Mohan Singh

The Union Minister of Agriculture and Farmers Welfare, Shri Radha Mohan Singh formally launched Krishi Vigyan Kendra (KVK) portal (http://kvk.icar.gov.in) today in New Delhi. The Minister of State for Agriculture and Farmers Welfare, Shri S.S Ahluwalia, the Minister of State for Agriculture and Farmers Welfare, Shri Parshottam Rupalathe Minister of State for Agriculture and Farmers Welfare, Shri Sudarshan Bhagat and Secretary, ADF, Shri Devendra Chaudhary also graced the occasion.

Speaking on the occasion  the Union Minister of Agriculture & Farmers Welfare said that there are 645 Krishi VigyanKendra’s (KVKs) in the country. These centres are established in the Rural Districts of the country. Each KVK has direct interface with at least 1000 farmers. As the information related to KVK was not available at one place at the National Level, the farmers and other stakeholders had difficulty in accessing the information and also there was no online monitoring system at the National level to review and monitor the functioning of KVKs against the mandates and objectives. This portal will provide a platform to provide the information and advisory to the farmers and facilitate online monitoring of the KVK activities.
Shri Singh said that the KVKs are the main center of knowledge and resource in the field of agriculture at the district level and this portal will help in monitoring at the National level and in providing timely information and advisory to the farmers.
Mandate and Activities of KVKs:
The mandate of KVK is Technology Assessment and Demonstration for its Applicationand Capacity Development.
To implement the mandate effectively, the following activities are envisaged for each KVK.
  1. a) On-farm testing to assess the location specificity of agricultural technologies under various farming systems.
  2. b) Frontline demonstrations to establish production potential of technologies on the farmers’ fields.
  3. c) Capacity development of farmers and extension personnel to update their knowledge and skills on modern agricultural technologies.
  4. d) To work as Knowledge and Resource Centre of agricultural technologies for supporting initiatives of public, private and voluntary sector in improving the agricultural economy of the district.
  5. e) Provide farm advisories using ICT and other media means on varied subjects of interest to farmers

In addition, KVK  produce quality technological products (seed, planting material, bio-agents, livestock) and make it available to farmers, organize frontline extension activities, identify and document selected farm innovations and converge with ongoing schemes and programmes within the mandate of KVK.
After the Modi Government, third party evaluation of KVKs was initiated.
  1. Monthly, quarterly and half yearly monitoring was enforced.
  2. The KVKs are being sanctioned to only those Institutions who have at least 5 years of experience of working in Agriculture.
  3. While sanctioning KVKs to NGOs, it has been made mandatory for the host Institution to mortgage about 20.0 ha of land in the favor of ICAR.
  4. The monitoring process has also been initiated at the district level in convergence with related Departments by constituting advisory committee and Action Plans.
Features of the Portal:
  1. The portal provides provisions for online monitoring of KVKs which will include reporting of major events on regular basis and submission of monthly reports online.
  2. The portal will also provide information on different services being provided by different KVKs.
  3. Weather and Market related informations can also be accessed by the farmers and others.
  4. The forthcoming programmes will also be available on the website which will benefit farmers and youth in joining different training programmes being organized by KVKs.
  5. Question and answer facility will also be available for the farmers.
  6. Agriculture related information of the districts will also be available on the portal.
  7. The farmers and the Agricultural Officers may register themselves and seek different informations related to KVKs..

Direct Tax Collections surge 24% upto June, 2016

Direct Tax Collections upto June, 2016 indicate net revenue collections of Rs.1.24 lakh crore; registering an increase of 24.79% over the corresponding period last year.
The direct tax collections upto June, 2016 indicate net revenue collection of Rs.1.24 lakh crore which is a growth of 24.79% over the corresponding period last year. The main reason for this increase is the change in the requirements for advance tax payment even in respect of individuals which has been made in the last year’s Budget. Earlier there were only three instalments of advance tax to be paid by individuals in the months of September, December and March. From the current year, individuals are also supposed to pay four instalments of advance tax at the rate of 15%, 30%, 30% and 25% in the months of June, September, December and March of every Financial Year. The collection upto June, 2016 indicates that 14.63% of the annual budget target of direct taxes has been achieved in the first three months of the F.Y. 2016-17.
In terms of growth rate for corporation tax and personal income tax, the trend in gross revenue of corporation tax is indicating an increase of 13.5% while that of personal income tax (including STT etc.) a growth of 29.8%. However, after adjusting for refunds, the net growth in corporation tax is at 4.43% while that of personal income tax (including STT etc.) at 48.75% as compared to previous year .This increase is mainly due to large refunds made in the previous year as compared to the current year.
