COMMISSIONING OF OFFSHORE PATROL VESSEL (OPV)
ICGS SHOOR – 11 APRIL 2016
- Indian Coast Guard Ship “Shoor” the second ship in the series of six Off Shore Patrol Vessels (OPV) was commissioned at Goa by Shri Nitin Jairam Gadkari Hon’ble minister of Shipping, Road Transport and Highways on 11 Apr 16 in the presence of Director General Rajendra Singh PTM, TM, Director General Indian Coast Guard, CMD Goa Shipyard Limited and other senior dignitaries of the Central and State Government. ‘Shoor’ meaning ‘Valiant’ is a projection of Indian Coast Guard’s will and commitment “To serve and protect” the maritime interest of the nation.
- This 105 meters OPV has been designed and built indigenously by M/s GSL and is fitted with most advanced navigation and communication equipment, sensors and machinery. The features include 30 mm CRN 91 Naval Gun, Integrated Bridge System (IBS), Integrated Machinery Control System (IMCS), Power Management System (PMS) and High Power External Fire Fighting System. The ship is designed to carry one twin engine Light Helicopter and five high speed boats including two QRIBs for fast boarding operations, search and rescue, law enforcement and maritime patrol. The ship is also capable of carrying pollution response equipment to combat oil spill contamination at sea.
- The ship draws 2350 tons (GRT) and is propelled by two 9100 KW diesel engines to attain a maximum speed of 23 Knots. It has an endurance of 6000 NM at economical speed. The sustenance and reach coupled with the latest and modern equipment and systems provides her the capability to perform the role of a command platform and accomplish all Coast Guard charter of duties.
- The ship on joining Coast Guard Fleet will be based at New Mangalore and deployed extensively for EEZ surveillance and other duties as enshrined in Coast Guard Charter, to safeguard the maritime interests of India. Presently, Indian Coast Guard has a Fleet of 120 Ships/boats, further 70 Ships/boats are at various stages of construction at different shipyards. With the commissioning of this vessel and other assets, the Indian Coast Guard will emerge as a stronger and potent force to address the emerging security challenges in our maritime zones.
- ICGS Shoor will be manned by 14 Officers and 98 men commanded by Deputy Inspector General Surendra Singh Dasila under the administrative and operation control of the Commander, Coast Guard Region (West).
- The commissioning of ICGS Shoor will enhance the Indian Coast Guard’s operational capability to discharge the multifarious maritime tasks. The induction of a sophisticated and state-of-the-art Offshore Patrol Vessel will give a fillip to the maritime protection of our vast coastline of Western Seaboard in general and the Maritime State of Maharashtra, Karnataka and Goa in particular.

To defray part of the Secretariat expenses, we are obliged to charge a delegation fee of Rs.30,000/- + 14.5% ST per delegate. The participants will have to bear their travel and accommodation expenses.

Ipoh, Malaysia, 11 April 2016: With medal hopes hanging in the balance, India take on Pakistan tomorrow, in an intense encounter in the Sultan Azlan Shah Cup.
Five-time winners India, finished with the bronze last year, and have already won two out of their three encounters in the tournament, beating Japan (2-1) and Canada (3-1).
Pakistan on the other hand, have won just one game, beating Canada 3-1 before losing to New Zealand and Australia. They are currently sixth in the standings. Pakistan haven’t qualified for the Olympics in Rio this year, but are high on motivation to edge past their sub-continent rivals in Malaysia.
The two teams last faced each other at the FIH level at the HWL Semi Finals in Antwerp, with the game ending 2-2. India went on to the semifinals of the event, while Pakistan’s hopes of Olympic qualification were dashed by a loss to Ireland.
As it is with India-Pakistan encounters, the latest edition promises fine, skilful, attractive hockey. India’s strengths lies in their penalty corner conversion, with youngster Harmanpreet Singh grabbing his debut chance for the senior team with both hands. The drag flicker already has two goals in the tournament.
A win for India will see them make a strong case to enter the medal rounds, while a loss for Pakistan will more or less knock them out of contention.

When UK auctioned 3G it offered Concessions to New Entrant and Twice More Spectrum because new Entrant was to be WIRELESS Only whereas established companies had Wire Lines also and UK was almost entirely connected by Wire Lines before Wireless Voice & Data services were introduced which are costly.
Reliance Jio has no WIRE LINE advantage THIS SHALL KILL ITS PLANS.
Supreme Court Order is Correct Because Reliance is Operating in A Different Spectrum and Deploying Different technology and 4G Auction was Open to Existing Telecom Players also. 4G was already introduced in the world with VOICE. Telecom Policy was always flawed – Companies with 2G Voice License were offering Data also.

Indian consumers had never gained from Reliance Manipulations & Monopoly. Reliance Refinery produce was retailed through PSU Petrol Pumps, Reliance Fabric was retailed directly under VIMAL Brand but still Cost More when bypassing all middlemen, Call Re-routing, Electricity Meters Rigging, Operating WLL as Mobile Teleservices, GettingCDMA and later GSM, all the Telecom IT Licenses but operated few, Hoarding on toEXCESS Spectrum & Optic Fiber Band Width etc.
Worst was allocation of 28 Offshore Oil & Gas Blocks when it had no skills. RIL engaged most powerful Deepest Riggs for Developing of Shallow wells in KG Basin. When P-52 of PETROBRAS in Deep Waters cost $1b or less RIL Billed $9b for Shallow Water near shore wells development. RIL hired most powerful rigs that can draw Oil & Gas from 14 kilometer distance – was reported by CAG to be drilling in ONGC and GSPC blocks.
My petitioning resulted in $2.5b Penalties but no Jail Sentence & Black Listing – RIL always got away with penalties – a fraction of public loss.
