RE. BOFORS CASE
THE LEADER OF THE OPPOSITION (SHRI ARUN JAITLEY): Mr. Vice-Chairman, Sir, I wish to raise an important issue which is of concern not only to the hon. Members of this House, but also to the entire country. The larger issue is -- I can assure my friends in the Uncorrected/Not for Publication  Government that I have no intention of referring to individuals – what is the capacity of our Indian State and all agencies of the State in pursuit of truth to find out where we have gone wrong? Today, we see in our neighbouring country on the western border, for somewhat similar facts, you almost had earthshaking consequences because the Government of the day did not take certain steps which would bring probity into public life. In India, we have spent 25 years trying to unearth the truth. It is a serious reflection on the health of our entire investigative process, its lack of independence that despite having got conclusive proof, we are unable to nail where the culprits are. I am more concerned really with the health of our investigative agencies than any other political factor. Obviously, we are all concerned with defence preparedness. It is of utmost importance to us that there is transparency in the procurement process. The Government, at some stage, had taken a decision, perhaps, rightly that we must eliminate middlemen so that collateral considerations don't come in. The Government, which took this decision, needs to be complimented for that. Yet, we had, in the mid-90s during a particular purchase, somebody intervening again as middleman. Even when the disclosures were made in 1987, from 1987 till 1989, not even an FIR was registered. In 1990, some steps were taken. Then you have repeated efforts to make sure that this whole process is stalled. I was personally aghast when I came across a question even being raised before our judicial institutions: the CBI is not a lawfully constituted body which can investigate the case. Something as absurd was this and therefore efforts were made to stall this. Fortunately we had interventions of the highest judiciary and the matter proceeded.
SHRI ARUN JAITLEY (contd.): Thereafter, you have, by that process commencing in 1990, India receiving some documents, and in 1999, a comprehensive charge sheet is filed. Sir, when the purchases were taking place, one company which had entered the whole process in October, 1985, was a company called the A.E. Services. Its contract with the Swedish supplier said, “We shall obtain for you the Indian order on or before 31st March, 1986, and only then, we are entitled to kickbacks.” Obviously, this gentleman was very powerful; he could swing the contract. The contract is finally executed on 24th of March, 1986. Who this gentleman was, and the pursuit of truth went on. In 1994, the Swiss Authorities finally informed the Government of India who the recipients were. And, they found that behind this company, the recipient was a gentleman whose name begins with ‘Q’. Within three days, he is allowed to escape the country. This is how the due process is defeated. Why was he so powerful that he could swing the contract? The monies are traced; the account is traced. You don’t need any further conclusive evidence. What did you do when the other Governments were in power? In 1999, a conclusive charge sheet, with entire evidence, is put in. When the United Front Government was in power, the Director, CBI, brought voluminous documents. The Government, in 1999, takes efforts in Malaysia, and the efforts to deport him didn’t succeed. The Government then, after a Friday verdict, moves the Supreme Court in Malaysia on Monday only to be told that he had gone from Malaysia to Argentina. Finally, when the present Government came to power in 2004, he is found out in Argentina. The Ambassador, Mr. Rath, is told, “We don’t want to pursue action against him because the action will be costly.” There were a series of judicial verdicts which scuttled the whole probe. Each one is appealed against and overturned. In 2004, one probe says, “No case is made out”. It is not even appealed against. And we give a whole burial to the case. This is now a sad chapter in history. Nothing more can be done. I do not know if fraud unravels everything, this will be a textbook illustration of a fraud as to how to kill the pursuit to get the truth. And, every time, some disclosure or some interview or some comment comes, it only comes in relation to the facts which are already in; most of them are in public domain. And the facts are very simple. Somebody swung the contract; somebody got the kickbacks. The details of the Swiss Accounts, which are very impossible to get, were obtained. Repeated efforts to cover up were there. And, this man, indeed, was very powerful, and then, he is allowed to escape. He jumps from one jurisdiction to another. And the Indian State looks helpless. You know the truth. You got at it. And you are not able to capture the man. Sir, as I said, initially, my intention is not to embarrass any Government or any party or any individual. But, is it not a case that we introspect that how easy it has become for people who indulge in this kind of activities to get away? You need friendly Governments. You need investigative agencies which have become utterly non-professional. The pace of investigation varies with the political colour of the Government in power. It slows down with the colour of the Government in power. And we prided ourselves when we looked at our Western neighbour, “Look, what a great democracy we are, the largest in the world, and where are you!” And, today is the date, and there can’t be a better day than this to introspect what they are doing in pursuit of a similar truth and how helpless we are looking at this. My intention, Sir, was only to draw the attention of the House to this hard reality.

China launches two navigation satellites

     
 
BEIJING: China on Monday successfully launched two more satellites for its proposed Beidou global navigation and positioning network being built to counter the US Global Position System (GPS).
With the two, China has so far launched 13 satellites to form part of the Beidou system.
The Beidou-2 satellites, launched from the Xichang Satellite Launch Centre in the south-western province of Sichuan, was boosted by a Long March-3B carrier rocket and has entered the scheduled orbit, the centre said in a statement.
It is the first time China has launched two navigation satellites with one rocket, and the two satellites will help to improve the accuracy of the Beidou, or Compass system, it said.
China will launch three more satellites for the Beidou network this year and a global satellite positioning and navigation system will be completed in 2020 with more than 30 orbiters, it said.
Monday’s mission marked the 160th flight of China’s Long March series of carrier rockets, state-run Xinhua reported.

The Syrian unrest suicide bombing in Damascus

 

Iran on Saturday condemned a deadly suicide bombing in Damascus, charging that such “terrorist actions” were the work of foreign governments that wanted to arm the Syrian opposition.Iran “condemns terrorist act that resulted in killing and injuring Syrian people and also condemns foreign intervention,” the deputy foreign minister in charge of Arab and African affairs, Hossein Amirabdolahian, said in a statement posted on his ministry’s website.”The parties who back sending weapons to Syria are responsible for killing innocent people. Some parties, by sending weapons and (committing) terrorist actions in this country, are pursuing their own specific goals,” he said. State media said at least 11 people died and 28 were wounded in yesterday’s suicide bombing which hit worshippers leaving a mosque after the main weekly prayers.The Britain-based Syrian Observatory for Human Rights said two civilians died. Syria is the chief Middle East ally of Iran, which has pledged its support to beleaguered President Bashar al-Assad.The persistent bloodshed has endangered a hard-won truce brokered by international peace envoy Kofi Annan even before the full deployment of a promised 300-strong UN military observer mission.Amirabdolahian stressed in his statement that the solution to the Syrian unrest should be a “solely political one” that incorporates reforms promised by Assad. “Some parties consider themselves above the UN and its special envoy’s plan and are trying to impose their will with hasty actions,” he said, in another swipe at countries that have argued in favour of arming the Syrian opposition.Amirabdolahian did not name them but Iran’s Gulf Arab rivals Qatar and Saudi Arabia have been among the most outspoken champions of arming the rebels, although both governments insist they are not yet doing so. US officials have voiced suspicion that Iran is supplying Assad’s regime with weapons and military advisers, but Tehran has denied

Nano Mission – Towards Global Knowledge Hub

Nano Technology is acknowledge-intensive and ‘enabling technology’ which will influence a wide range of products and processes. It will have far-reaching implications for national economy and development. The Department of Science and Technology (DST) launched many initiatives over the period of time and Nano was one of them. DST launched a modest programme called Nano Science and Technology Initiative (NIST) in 2001 in Nano Sciences. The Nano Mission is successor of this programme. The Government approved this as Nano Mission in 2007 with an allocation of Rs 1000/- crore for 5 years. The Nano Mission has been structured in a manner to achieve synergy between the national research efforts of various agencies in this field and launch new programmes in a concerted fashion. Today India has emerged 6th worldwide in terms of scientific publications. An active research community of about 1000 researchers has emerged. Besides, some interesting applications have already come out of the country.
Capacity building of the research is of utmost importance for Nano Mission so that India can emerge as a global knowledge hub. Large number of man power is getting prime attention in research and fundamental aspects of Nano science and training. Nano Mission is also striving for developments of products and processes for national development, especially in the area of national relevance like safe drinking water, materials development, sensors development, drug delivery etc. The objectives of Nano Mission include basic research promotion, infrastructure development, Nano applications and technology development, human resources development and international collaboration.
Basic Research Promotion
Basic research being carried out by individual scientist and /or groups of scientists will be funded. The Centers of excellence pursuing studies leading to fundamental understanding of matter that enables control and manipulation at the Nano scale will be created.
Infrastructure For Research
A chain of shared facility of expensive and sophisticated equipments required for various activities will be established across the country. Investigation on Nano scale require optical tweezer, Nano Indentor, Transmission Electron Microscope, Atomic Force Microscope, Scanning Tunneling Microscope, Matrix Assisted Laser Desorption Time of Flight Mass Spectrometer, Microarray Spotter and Scanner etc.
Nano Applications and Technology Development Programme
To catalyze Nano Application and Technology Development programme leading to products and devices, the Mission proposes to promote application-oriented R&D projects, establish Nano Applications and Technology Development Centers, Nano-Technology Business Incubators etc. The industrial sector is being involved directly or through Public Private Partnership ventures into this Mission.
Human Resources Development
The Mission will focus on providing effective education and training to researchers and professionals in diversified fields so that a genuine interdisciplinary culture for nanoscale science, engineering and technology can emerge. M. A. and M. Sc. programmes will be benefited. National and Overseas post-doctoral fellowships, chairs in universities are other aspects.
International Collaboration
          Academia-industry partnership at the international level is one of the aspect under international collaboration. Besides, exploratory visits of scientists, organization of joint workshop, conferences and research projects, access to sophisticated research facilities abroad etc., are being achieved.
Structure and Activities
Nano Mission is steered by Nano Mission Council. The technical programmes are being guided by two advisory groups namely Nano Science Advisory Group (NSAG) and the Nano Applications and Technology Advisory Group (NATAG). Department of Science & Technology has supported a number of activities in Nano Science and Technology.
           Individual scientists have been supported for R & D projects. Detailed technologies have been developed for the medical purposes. Membrane scaffolds for wound healing using chitin/chitosan gels containing nanoparticles and nanoparticles for ophthalmic drug delivery have been developed by Amrita Institute of Medical Sciences, Kochi and Centre for Cellular and Molecular Biology, Hyderabad and USV, Mumbai respectively. Around 130 projects have been supported for individual scientists mainly working on fundamental scientific aspects of nanoscale system. Extensive studies on semiconductor nanocrystals have been undertaken in several projects. As semiconductor particles exhibit size-dependent properties like scaling of the energy gap and corresponding change in the optical properties, they are considered as technologically important materials. Several projects have looked into synthesis of important nano materials like CdSe, ZnO etc. Size tunable, organic soluble industrially important CdS, AIN, GaN and InN nanocrystals have been  prepared by employing novel solvo thermal techniques and some soft chemical routes.
The other discovery of flow of various liquids and gases over a mat of single-walled carbon nanotube (SWNT) bundles generate electrical signals. This has several important technological implications. Development of micro fluidic devices will have several applications in the fields of biotechnology, pharmaceutical industry, drug delivery, intelligent pneumatic systems, information technology etc.
DST has established an array of sophisticated equipments to enable researchers to work with nanoscale system. Eleven Units/Core Groups on Nano Science  have been sanctioned across the country. They house some of the more sophisticated facility for sharing with other scientists in the region and would help in promoting scientific research on nanoscale system in a decentralized manner. Seven centres for Nano Technology focusing on development of specific applications and a centre for excellence on Computational Materials has also been established. Joint R & D activities are taking place with several countries. DST has also promoted Joint Institution-Industry Linked Projects and some other Public Private Partnership activities for human resource development. (PIB Feature.)

Ex- US toxic ship entry in Indian waters challenged in Supreme Court

New Delhi 27/4/2012: An application has been filed in Supreme Court in the matter of a hazardous end-of-life vessel named 'Oriental Nicety' (formerly Exxon Valdez, Exxon Mediterranean, Sea River Mediterranean, S/R Mediterranean, Mediterranean, and Dong Fang Ocean) which has been purchased by Best Oasis Company, (a subsidiary of Priya Blue Industries Pvt Ltd) in the Indian waters in the name of dismantling and recycling. The minutes of the court constituted Inter-ministerial committee (IMC) on shipbreaking and a sensitive document that has been filed in the court reveal the repeated security concerns which remain unaddressed.

The hazardous wastes/shipbreaking case Writ Petition (Civil) 657/1995 is coming up for hearing on May 3, 2012.

The following are the prayers in the application.

A relevant sensitive document (that is corroborated by recent minutes of IMC's 14th meeting dated February 2012) is
(i) Direct the Union of India to ensure that no end-of-life ship should be allowed without prior decontamination in the country of export as per this Hon’ble Court’s order dated October 14, 2003,

(ii) Direct the Union of India to send back all hazardous wastes laden end-of-life ships entering/ or have entered the Indian territorial waters without prior informed consent and without prior decontamination keeping in view the environmental principles,
(iii) Direct inquiry by an independent trans-disciplinary investigating agency to ascertain the circumstances of the dead US ship’s arrival in Indian territorial waters, to make concerned officials accountable for their acts of omission and commission and seek a detailed report on more than 1200 ships broken in last 5 years and more than 5924 ships broken since 1982;
(iv) Direct Union of India to ensure compliance with the recommendations of the Hon'ble Court constituted Inter-ministerial committee (IMC) on ship-breaking

The illegal traffic of this dead ship must be stopped besides investigating the possibility of fake documents which came to light in the earlier case of Platinum II, a US ship. The Ministry of Environment & Forests has invoked the Precautionary Principle and directed that granting permission for beaching and breaking, purposes of the ship will not be advisable in the case of Platinum II. It may be mentioned that precautionary principle is the basis of UN conventions, such as Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal, Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and Stockholm Convention on Persistent Organic Pollutants (POPs). India is a signatory to these conventions and has ratified them as well. The ex-Exxon Valdez is violating these international laws besides the court's order.

Lower and Declining Growth in Core Sectors in India


The rate of growth of eight core sectors improved from 2.8% in 2008-09 to 6.6% in 2009-10. It moderated to 5.8% in 2010-11. In 2011-12(Apr-Feb), eight core sectors recorded a growth of 4.4% compared to a growth of 5.8% in the corresponding period of 2010-11. Lower growth rate during 2011-12 has mainly been due to a lower growth in crude petroleum, natural gas and steel sectors.

Government has initiated several steps to augment the production of core sectors by promoting state of the art technologies and by augmenting resources for exploration and mining through private sector participation. To facilitate development of necessary infrastructure, Viability Gap Finding, under the Scheme for support to PPP, has been extended to capital investment in fertilizers sector, oil and gas storage and pipelines facilities. To remove the fuel supply constraints affecting the power generation , the government has advised the Coal India Limited to sign fuel supply agreements with the power plants. In the Budget 2012-13, full exemption from basic duty has been provided to fuels such as natural gas, liquefied natural gas, uranium concentrate etc. imported for power generation. Further, basic customs duty on surveying and prospecting machinery and instruments imported for use in the mining sector has been reduced. Full exemption from basic customs duty has been provided to coal mining projects.

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Lok Sabha today.

Finance Minister calls for need to empower people with skills and capabilities for continuous and inclusive growth; Releases Logo for 46th Annual Meeting of Board of Governors of ADB; India to host the next ADB Annual Meeting in Delhi in May, 2013 The Union Finance Minister, Shri Pranab Mukherjee said that if Asia has to continue growing rapidly, its path of development needs to be inclusive and people need to be empowered with skills and capabilities that will enable them shape their own lives. The Finance Minister said that we believe in sustaining high and inclusive growth in Asia; and to ensure that requires policies and programs designed with a focus on empowerment. The Union Finance Minister Shri Pranab Mukherjee was speaking after formally announcing that India will host the next Annual Meeting of Asian Development Bank (ADB) i.e.46th Annual Meeting of Board of Governors of the Asian Development Bank on May 2-5, 2013 in New Delhi. He also unveiled on this occasion the special logo titled “Web of Life” created for the said Meeting. This logo for the Annual Meeting of ADB represents the web of life which is based on the tribal motifs of central India which signifies the cycle of life. The logo has been designed by the National Institute of Design, Ahmedabad. Shri R.Gopalan, Secretary, Department of Economic Affairs, Dr Kaushik Basu, Chief Economic Adviser, representatives of CII, FICCI and ASSOCHAM and senior officials of the Ministry of Finance were also present on the occasion.

The 46th Annual Meeting of Board of Governors of the Asian Development Bank is expected to see the visits of official delegations from 67 countries, where the Finance Ministers and Central Bank Governors of different countries usually lead the country delegations. A large gathering of approximately 4000 people including delegates from different countries, economists, investment bankers, corporate leaders, Nobel laureates, Civil Society, media etc. are expected to participate in the event in 2013.

This would be the third time that India would be hosting the Annual Meeting; the first time was in 1990 at Delhi and the second time in 2006 at Hyderabad. The venue for the 2013 Annual Meeting would be India Expo Mart, Greater Noida. Given the size and scope of the event, the Government of India has invited Industry Associations (CII, ASSOCHAM and FICCI) to partner in the organization of the event. This is the first time that such a Public Private Partnership approach has been adopted for an event of this scale in India.

Speaking on the occasion, the Union Finance Minister, Shri Pranab Mukherjee said that ADB has been a valued multilateral partner in India’s journey towards economic development and growth. He said that the theme for the Annual Meeting is “Development through Empowerment”. This theme encompasses issues that are critical for sustaining high and inclusive growth in Asia. This theme reflects the development strategy of India, namely, empowerment backed by legal entitlement and encompasses issues that are critical for sustaining high and inclusive growth in Asia, the Finance Minister added.

Speaking at this special function, the Union Finance Minister Shri Pranab Mukherjee said that the Annual Meeting of ADB will provide a valuable opportunity for brainstorming and cross fertilization of ideas amongst intellectuals and policy makers from across Asia and the World. He said that India’s association with the ADB dates back to 1966 and is a founder member of this multilateral institution. ADB’s lending operations in India commenced two decades later in 1986, and India has just completed 25 years of partnership with ADB. Shri Mukherjee further said that this will help bring countries of Asia closer to each other and also facilitate the formulation of policies that can lead us towards greater prosperity and well being.

The Union Finance Minister Shri Pranab Mukherjee said that the rapid growth of emerging market economies in Asia has been a noteworthy feature of the global economy in recent years. Led by China, India and several other Asian countries, this dynamism makes Asia the world’s most vibrant region contributing close to 50 per cent of world growth, the Finance Minister added. He further said that Asian countries have transformed themselves from primarily agricultural and resource based economies to industrial and increasingly services based economies in less than half a century.Shri Mukherjee said that Asia’s high growth over the last several decades has improved lives and lifted millions out of poverty.

Later speaking on behalf of the Industry, Shri Chandrajit Banerjee, Director General, CII said that Industry is privileged to be part of this very prestigious event and would extend all support to ensure that the event is commensurate with India’s stature in the world today.

Maruti Suzuki India Q4 net down 3 pc


The country's largest car maker Maruti Suzuki India (MSI) on Saturday said its net profit declined by 3.04 per cent to Rs 639.8 crore for the fourth quarter ended 31st March, 2012, over the same period of previous fiscal.   The company had posted a net profit of Rs 659.9 crore in the same period of previous fiscal, MSI said in a statement. The company's net sales, however, rose to Rs 11,486.4 crore for the fourth quarter of 2011-12, as compared to Rs 9,796.7 crore in the corresponding period of previous fiscal. For the year ended March 31, 2012, the company posted a net profit of Rs 1,635.1 crore, down 28.55 per cent, as against Rs 2,288.7 crore in the previous financial year. The company's net sales stood at Rs 34,705.9 crore for the year, as against Rs 35,849 crore in the 2010-11 fiscal. The company's board, which met today, recommended a dividend of 150 per cent (Rs 7 per share of face value Rs 5 each) for 2011-12. The dividend in 2010-11 was also at same level. During the fourth quarter, the company sold a total of 3,60,334 units as compared to 3,43,340 units in the same period of 2010-11, reflecting a growth of 4.9 per cent

Monek has in store "Notwithstanding global credit rating agency S&P's lowering India's outlook to 'negative', the country remains bullish and its long-term economic growth potential is 8-9 per cent," Deputy Chairman of Planning Commission Montek Singh Ahluwalia has said.
 

"My view of India is that it is bullish. India's long-term growth potential is 8 to 9 per cent. In order to achieve this, we have to get our Macro-economic right," said Ahluwalia, briefing media at the third Clean Energy Ministerial Meeting which concluded in London Thursday evening.

He added, "India achieved a growth rate of 6.9 per cent last year. The question is whether India's growth in 2012-13 will go up or not. Growth is taking place in Asia - China and India."

Finance Minister Pranab Mukherjee termed S&P's move as a "wake-up call" and said the government would work towards achieving higher economic growth."The Finance Minister has already commented on the Standard and Poor's decision to change the outlook on India from stable to negative. I have nothing to add to it," Ahluwalia said.

On Thursday, the Reserve Bank of India said the country's financial system is strong and sometimes these ratings are discounted by markets.RBI Deputy Governor K C Chakrabarty has said, "Indian financial system is strong. That is our internal assessment. That our financial stability report always gives. Again, RBIs financial stability report will come in June. Then you can see what the position is."

European Union opened its office in Myanmar's financial city, Yangon, amid the country's political reforms toward democratization.The first ever EU office in Myanmar will help promote personnel exchanges between the two sides, and support European companies that want to make inroads into the country.

The office was launched only days after the EU decided to suspend all of its sanctions on Myanmar for one year, except for a separate arms embargo. EU members agreed on the suspension on Monday, less than a month after Aung San Suu Kyi's opposition party, the National League for Democracy, swept by-elections contesting 45 seats. The sanctions had been in place for over 15 years.

At the opening ceremony on Saturday, EU foreign policy chief Catherine Ashton cut the tape together with Myanmar's pro-democracy leader Aung San Suu Kyi.Ashton told the gathering that she hopes the office will open a new chapter in relations between Myanmar and EU countries.

Ashton, who also held a meeting with Aung San Suu Kyi ahead of the ceremony, later told reporters that the EU will support the changes now taking place in Myanmar.


South Korea's Samsung Electronics lead the world's largest mobile phone maker, overtaking Finland's Nokia, which dominated the market for 14 years.US research firm Strategy Analytics on Friday released the numbers of cell phone shipments between January and March by leading global makers.

Samsung was at the top with 93.5 million handsets, up 36 percent from the same quarter last year, on the back of brisk sales of its smart phone models.Nokia came in second with 82.7 million units, down 24 percent. This marks the end of Nokia's reign in the global mobile phone market since 1998.

US computer giant Apple came 3rd, with its quarterly shipment nearly doubling from last year to 35.1 million handsets. Cell phone users are increasingly switching to smart phones, sparking severe competition between Samsung and Apple.

Nokia is trying to turn around its business by tying up with Microsoft in the smart phone business, but has so far failed to stop its sales decline.

Congress dismal show in recent state elections ensure regional parties hold the key to who will be India's 13th president.President Pratibha Patil steps down this July and with neither the UPA ruling conglomerate  nor the NDA the opposition consoritum having the numbers to push through their candidate, all options are open right now.
The list of probables to the coveted post  are Sam Pitroda, Vice President Hamid Ansari, Lok Sabha Speaker Meira Kumar, Finance Minister Pranab Mukherjee, Congressman Karan Singh, former speaker Somnath Chatterjee and Nationalist Congress party leader P.A. Sangma. To continue the list  Prime Minister Manmohan Singh, former president A.P.J. Abdul Kalam, Chief Election Commissioner S.Y. Quraishi, Punjab Chief Minister Parkash Singh Badal, Samajwadi Party's Mulayam Singh Yadav and Janata Dal-United's Sharad Yadav.

Hamid Ansari, a career diplomat, was most obvious choice.His chances are feeble and lost some of his clout after his infamous adjournment of the Rajya Sabha during the Lokpal debate that earned him the opposition ire.
  Manmohan Singh. Congress president Sonia Gandhi has always insisted there is no question of replacing him as prime minister. And Pranab Mukherjee. He remains the principal trouble-shooter for the party could be contender for President of Congress Party.
Congress-led United Progressive Alliance holds 40 percent of the votes and the Bharatiya Janata Party  has 30 percent in the Electoral College that consists of members of parliament and the state legislatures.
Gopal Krishna Gandhi  name for possible candidate. He being Mahatma Gandhi's  grandson help clear several hurdles for him.  He may come out as the choice of Mamata Banerjee. Gopal enjoys good equations with CMs Naveen Patnaik, Nitish Kumar and J Jayalalithaa.
The President of India is key to apex appointments for the nation is a key of governance in tight control.To keep the democratic institutions work for democracy norms presidential nomination is very critical in coalition government.Congress and BJP ruling in more than half of the states of India the role of regional parties, Samajvadi Party,ruling in Uttar Pradesh, BSP,the Main Opposition party in UP, AIADMKin Tamil Nadu , BJD in Orissa , TDP in Andhra  and JD(S) in Bihar  TMC in Bengal cannot be ignored thus coming together of these regional  parties  in consolidated or splinter may give nod to the presidential candidates.

US economic recovery slows

 US economy grew by an annualized 2.2 percent in the first quarter of 2012. Figures indicate the recovery is slowing down. US Department of Commerce released preliminary GDP figures for the January to March period. The annualized growth rate stood at 2.2 percent, against 3 percent during the last quarter of 2011.
Consumer spending, which accounts for some 70 percent of GDP in the United States, grew by 2.9 percent while capital investments decreased by 2.1 percent. The difficult fiscal situation pushed state and local government expenditures down by 1.2 percent.
The recent improvement of job figures inspired an optimistic outlook for the US economy. But caution may prevail due to the slowdown in the first quarter.

Foreign Minister Gemba to tour South Asia, Middle East, Africa

Japan’s Foreign Minister Koichiro Gemba is on a 10-day tour of South Asia, the Middle East, and Africa. Gemba likely to discuss Iran’s nuclear program in Israel and the Middle East peace process with Palestinian officials.
Gemba departed Tokyo’s Haneda Airport on Saturday morning for Nepal. He will also visit India, Israel, the Palestinian-controlled area, Jordan, Egypt, and Morocco.
In India, Gemba and his Indian counterpart are expected to agree on a new framework to discuss cooperation in maritime affairs, designed to counter China’s expanding maritime activities.
In talks with Israeli Prime Minister Benjamin Netanyahu, Gemba is expected to urge a peaceful resolution to Iran’s nuclear standoff. Israel has threatened a military strike on Iran’s facilities.
On Visiting Egypt, where the first presidential election since the collapse of the Hosni Mubarak government is scheduled for May, Gemba will express Japan’s willingness to support the country’s democratization.Visiting Morocco, Gemba will attend ministerial talks of the Tokyo International Conference on African Development, or TICAD. He is to announce Japan’s support for African countries in building infrastructure and fighting pirates.Media agencies NHK

UN expands Japan’s continental shelf

A UN commission has approved the first-ever expansion of Japan’s continental shelf. It gave the country an extra 310,000 square kilometers in the Pacific Ocean. That’s equal to about 80 percent of Japan’s land mass.
The UN Convention on the Law of the Sea defines where a country can extract minerals and other natural resources. It states that a continental shelf extends 200 nautical miles, or about 370 kilometers, from a country’s baseline.
But under certain topographical or geological conditions, the UN can approve a wider area.
Japan submitted a claim to expand its 4 million square kilometers of continental shelf in 2008.
The Commission on the Limits of the Continental Shelf approved an expansion of 4 areas, including east of the Ogasawara Islands and north of Okino-torishima, Japan’s southernmost island.
China and South Korea opposed the expansion. They claim Okino-torishima is a coral atoll, not an island.
The seabed surrounding the Ogasawara Islands is believed to be rich in copper and rare metals.The Ministry of Foreign Affairs says the expansion of the continental shelf will enhance Japan’s maritime interests.
Stem Cell Division in Central Drugs Standard Control Organization
The Directorate General of Health Services, Office of Drugs Controller General(India) Ministry of Health and Family Welfare, Government of India has established a Stem Cell Division within Biological Division in Central Drugs Standard Control Organization (HQ) for the internal evaluation of all proposals including stem cell concerning with clinical trial and marketing authorization.

Till recently, there was no mechanism in place to take note of the cases violating these guidelines or take action against the agencies found violating these guidelines. In a step towards this direction, Ministry of Health and Family Welfare (Govt. of India) vide order dated 1st September 2010 constituted a Core Investigational New Drug (IND) Panel of Experts namely “Cellular Biology Based Therapeutic Drug Evaluation Committee (CBBTDEC) under the chairmanship of Director General, ICMR & Secretary, DHR to advice DCGI in matters pertaining to regulatory pathways leading to the approval of clinical trials and market authorization for the “Therapeutic products derived from Stem Cell, human Gene manipulation and Xenotransplantation technology”. CBBTDEC has deliberated on the need for strengthening the regulatory agency (DCGI) by establishing separate wing for Stem Cell Research supported with knowledge and capacity to regulate the activities in the country.

ICMR jointly with Dept. of Biotechnology has formulated Guidelines for Stem Cell Research and Therapy (2007) to help clinicians and scientists working in the field to conduct research in responsible scientific and ethically sensitive manner. Understanding the recent advances in the field, the guidelines are being revised in 2012. The draft guidelines are available on ICMR website (www.icmr.nic.in).

As suggested in the guidelines, all the Institutes working in the field of Stem Cells Research and therapy have to constitute Institutional Committee for Stem Cell Research and Therapy (IC-SCRT) to oversee the activities and proper implementation of all guidelines. The guidelines have also suggested having National Apex Committee for Stem Cell Research and Therapy i.e. (NAC-SCRT) to oversee the activities at National level, where all the IC-SCRTs will be registered. Guidelines do suggest the responsibility of investigator and IC-SCRT to oversee activities at institution level and report to NAC-SCRT in case of violation/unethical practices. So far council has not received any complaints at institutional level.

The above information was laid in the Lok Sabha today by the Union Minister for Health & Family Welfare Shri Ghulam Nabi Azad.

Policy on Phone Banking

The Reserve Bank of India (RBI) issued the guidelines for Mobile Banking transaction in October, 2008 which permit banks to provide mobile banking transactions. The guidelines also permit banks to extend this facility through their business correspondents. Complaints/ grievances arising out of mobile banking facility are also covered under the Banking Ombudsman Scheme of RBI. The mobile banking guidelines were further relaxed in May, 2011 to permit mobile banking transactions without end to end encryption upto Rs. 5000/- and in December, 2011 to remove the transaction limit of Rs. 50,000/- per customer per day.

The RBI has framed separate policy for curbing the cases of misuse of credit cards. This includes the requirement of additional factor of authentication for online transactions/ interactive voice response (IVR) transaction, online alerts to the customers for all types of card transaction at all channels irrespective of the amount, mandatory pin validation after every successive transaction at ATMs.

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Lok Sabha today.

Rural telecom Connectivity

At present the rural tele density in the country is approximately 38 whereas urban tele density is approximately 168. A recent World Bank study of 120 countries, published in November, 2009 shows that for every 10 percentage point increase in the penetration of mobile phones, there is an increase in economic growth of 0.8 percentage points in developing countries.

Under the draft revised National Telecom Policy 2012, it is proposed to increase rural tele density from current level of around 38 to 70 by 2017, and to 100 by 2020. The main reasons for lower tele-density in rural areas are low per capita income, lack of business viability, poor availability of infrastructure especially power etc.

Giving details in Rajya Sabha today, the Minister of State for Communications and Information Technology Sh Milind Deora said as per the Cellular Mobile Telephone Servcie (CMTS) / Unified Access Service (UAS) license rollout obligations, the licensee would in its service area ensure that:

(i) At least 10% of the District Headquarters (DHQs) will be covered in the first year and 50% of the District Headquarters within three years from the date of allocation of the start up spectrum.

(ii) The licensee shall also be permitted to cover any other town in a District in lieu of the District Headquarters.

(iii) The choice of District Headquarters/towns to be covered and further expansion beyond 50% District Headquarters/towns would lie with the Licensee, depending on their business decision.

(iv) There is no requirement of mandatory coverage of rural areas.

Sh Deora said, viability gap funding is given to the telecom service providers through Universal Service Obligation Fund (USOF) for implementing various USOF schemes for providing access to telecom services to people in the rural and remote areas at affordable and reasonable prices.

Secretary-GeneralBan Ki-moon today praised India’s economic development and called on the country to build on it by implementing policies that reduce inequalities among society and take into account environmental and social factors. “Growth is not enough. The world needs inclusive growth that reduces inequalities – growth that moves people from the margins to the mainstream – growth that integrates the economic, social and environmental instead of growth that pits these goals against each other,” Mr. Ban said in his remarks at Jamia Millia Islamia University in the capital, New Delhi.
Mr. Ban noted that as one of the largest economies in the world, India has a key role to play at the UN Sustainable Development Conference (Rio+20) in Brazil in June, where issues such as food security and universal access to water will be at the top of the agenda.
In particular, Mr. underlined that Rio+20 will provide an opportunity to advance on the goal of achieving sustainable energy for all, a crucial concern in a country where 55 per cent of the rural population lacks electricity.
“We cannot power a 21st century economy without sustainable energy, which is why I am making sustainable energy a major focus,” he said.
Mr. Ban emphasized that innovative partnerships among India’s various sectors and with other countries will be an essential component to achieve inclusive development and address some of its most pressing needs, such as improving women and children’s health.
“Every week, more than 1,000 Indian mothers die from pregnancy or childbirth. Every 20 seconds, an Indian child under five dies from a largely preventable cause,” Mr. Ban said. “This is one of the most difficult development challenges we face anywhere around the world.”
Mr. Ban also praised India’s multiculturalism and hailed it as an example of how various cultures, religions and languages can come together and not only tolerate and understand each other but collaborate on a daily basis.
During his visit, Mr. Ban met Prime Minister Manmohan Singh, with whom he discussed the role of the South Asian nation in the region, as well as the latest developments in peace and security in Syria. They also talked about the relationship between India and Pakistan and of ways to further the democratization of Myanmar, ahead of Mr. Ban’s visit to the country on Sunday.
Mr. Ban thanked Mr. Singh for India’s extraordinary contribution to peacekeeping efforts around the world, as well as to the UN Democracy Fund. India is the world’s third largest troop contributor to UN peacekeeping, and the second-largest contributor to the Fund.
Mr. Ban will head to Mumbai tomorrow before leaving for Myanmar on Sunday. This is Mr. Ban’s third visit to India in his capacity as Secretary-General.

On the auction of 2G spectrum

On the auction of 2G spectrum, the Government today said it is difficult to predict likely changes in call rates of mobile telephones in the wake of cancellation of 122 licenses as per Supreme Court verdict. This is because, as per the current Tariff framework, call rates of mobile services are under forbearance except for national roaming where ceiling tariff has been specified. Mobile operators have the flexibility to offer different tariffs depending on the market conditions and the other commercial considerations.

In Rajya Sabha today, the Minister of State for Communications and Information Technology Sh Milind Deora said in order to protect the interest of the consumers, Telecom Regulatory Authority of India (TRAI) has mandated the following stipulations:-

1) No tariff items in the tariff plans shall be increased

i) in respect of tariff plans with prescribed periods of validity of more than six months including tariff plans with lifetime or unlimited validity during the entire period of validity specified in the tariff plan;

ii) in respect of other tariff plans, within six months from the dated of enrollment of the subscriber: and,

iii) in case of recharge coupons with a validity of more than six months under any tariff plan, during the entire period of validity of such recharge coupon.

2) Not more than 25 tariff plans are allowed to be offered by a service provider for a particular service at any given point of time.

3) The tariffs are reported to TRAI within 7 days of implementation. The tariff reports are subjected to scrutiny in order to ensure that they are in compliance with regulatory requirements. Also, whenever tariffs are revised upward, it is ensured that these are not applied to subscribers who enjoy tariff protection as per the provisions of tariff orders issued by TRAI.

7th National Quality Conclave of Quality Council of India on
“Improving Quality of Public Services- the Role of Public and Private Sectors”

Unique initiative by QCI for Quality Evaluation and Recognition of Gram Panchayats results in prestigious Quality tag for 10 Gram Panchayats from the state of Karnataka.

New Delhi, 27th April 2012 – The 7th National Quality Conclave, organized by Quality Council of India, (QCI), India’s apex  accreditation & quality promotion body, functioning under the Department of Industrial Policy and Promotion, was formally inaugurated today by Shri Shri Subodh Kant Sahay, Hon’ble Minister for Tourism, Government of India, in the presence of Shri Arun Maira, Chairman, Quality Council of India and Member, Planning Commission,  Dr Giridhar J Gyani , Secretary General Quality Council of India and other distinguished dignitaries,at Hotel Le Meridien , New Delhi .

The theme of "Improving Quality of Public Services: The Role of Public and Private Sectors" has been designed to discuss a range of issues connected with redefining and reshaping our public services which is perhaps the biggest challenge facing the country today. The agenda included quality issues in healthcare, education, infrastructure, public administration and the manufacturing. It covered topics such as governance, leadership, citizen and community engagement, design and delivery, measurement of performance amongst others, with specific emphasis on how private sector can partner with government leading to synergetic effect for National Well Being.

One of the main objectives for Quality Council of India has been to take quality at grass root level so that common man is benefitted. Most recent initiative of empowering of rural population through quality evaluation of Gram Panchayat would probably be rated on high pedestal in time to come. It is matter of great pride that pilot project launched in state of Karnataka has been a huge success and the conclave honored 10-best Gram Panchayats from the state of Karnataka during the inaugural session.

The panchayats were evaluated on the basis of 55 objective elements.  Amongst other things, it covered the area of schools, girl child, mother care, primary health, institutional deliveries, gender sensitivity, SC and ST representation, Gram Panchayat proceedings, accounting, planning, revenue generation, transparency, drinking water, hygiene, toilets, drainage system, old age and widow pensions, village electrification, road and modern communication, environment protection, tax collection and arrears collection etc. QCI is planning to spread Quality Evaluation and Recognition of Gram Panchayats all across the country.( List Enclosed)

Observed “After our success in taking Quality to the grass roots level through healthcare, education and public services, our goal from now onwards will be to orient our future generation right from the primary school level towards quality. Yes, a few schools arc doing so in bits and pieces, QCI will endeavor to design the curriculum in stages from the primary, secondary and higher education and will take it up with the Ministry of Human Resource Development, the state boards and universities. Efforts will be to introduce these tools through integration within the existing curriculum.”

 At the  7th National Quality Conclave  nine schools received  NABET   Accreditation certificates including  6 Kendriya  Vidyalaya.  NABET accreditation certificates were handed over to the principals of respective schools.  Mumbai was on the top of the list with three NABET accredited schools, Asmita Sanchalit, Jamanadhar Agrawal Madhyamik Vidyalaya, Jogeshwari, Asmita Sanchalit, Ramgopal  Kedia Prathamik  Vidyalaya Jogeshwari and Hiranandani Foundation School, Thane.

Kendriya Vidyalaya who  received NABET accreditation were Kendriya Vidyalaya O.L.F.Raipur, Dehradun, Principal, Mr. Mukesh Kumar ,Kendriya Vidyalaya, OCF, Sector-29 B,Chandigarh, Principa, Mr. Mr. P.C. Last but not the least the prestigious DL Shah National Quality Awards were handed over to winners from Manufacturing, General Service (Other then IT / Healthcare), IT / BPO, Hospitals / Healthcare and Financial sectors.  Applications were received under three categories, Category A consisted of  PSU / Government enterprises, Category B included Large Enterprises and Small and Medium Enterprises came under Category C  . Under each category one National Award and one Commendation award was given away.

The objective of the two day Conclave was to provide a forum for sharing new ideas, deliberating
on issues, challenges and the road ahead that would attempt to change the quality of life of
the average Indian. The Conclave was addressed by many distinguished speakers of national and international repute.
