Uttar Pradesh, polling peaceful for the sixth phase of Assembly

04.03.2017 14:46:29 – Uttar Pradesh, polling peaceful for the sixth phase of Assembly elections in Uttar Pradesh covering 49 constituencies spread over 7 districts of eastern UP.
(live-PR.com) – Uttar Pradesh, polling has been recorded till 1 PM for the sixth phase of Assembly elections in Uttar Pradesh covering 49 constituencies spread over 7 districts of eastern UP. These districts are Maharajganj, Kushinagar, Gorakhpur, Deoria, Azamgarh, Mau and Ballia. Voting which began at 7 AM, will end at 5 PM. A total of 635 candidates including 63 women 
are in the fray for this phase.
Media reports that elaborate arrangements are in place for peaceful voting. Voting was disrupted at several place due to technical snags in EVMs. They were either corrected or replaced. Electorates are being seen agitated at several places as their names were missing from voters lists.
They were not allowed to cast their votes in spite of having EPIC. Election Commission has deployed 5 police observers to look after the security arrangements. Similarly, above 2000 micro observers are deployed to keep eye on poll process. Most of the polling stations are manned by the Central Para Military Forces.
A total of 635 candidates including 63 women are in the fray. BSP, BJP- Apana Dal – Suheldev Bharatiya Samaj Party alliance and SP- Congress alliance are in contest in all seats.
Political fate of several political stalwarts, including Minister Ram Govind Chaudhary, former UP BJP president Surya Pratap Shahj, senior party leader Swami Prasad Maurya and Dr Radhamohan Das Agrawal, former Assembly speaker Sukhdev Rajbhar and former Ministers Ambika Chaudhary and Narad Rai will be decided in today’s voting. Prestige of both BJP and SP is also on stake as BJP had won all Lok Sabha except Azamgarh falls under this phase of polls and SP had won maximum 28 seats in previous assembly polls.
In Manipur, heavy polling is reported from most of the polling stations of the 38 Assembly Constituencies in the first phase of the state assembly elections today.
Polling, which begun at seven this morning, will end at three in the afternoon. At most of the polling stations, voters in large numbers are seen standing in queue waiting their turn to exercise their franchise.
Heavy polling is reported from almost all the 1643 polling stations across 38 assembly constituencies in six districts of Imphal West, Imphal East, Bishnupur, Churachandpur, Pherzawl and Kangpokpi. State Chief Electoral Officer Vivek Kumar Dewangan said that by one this afternoon, about 69 per cent of the total voters has exercised their franchise.
Polling remains peaceful barring a few stray incidences of violence at some polling stations.
About 11 lakh and 19 thousand voters including about 5 lakh and 75 thousand women voters will decide the electoral fortune of 168 candidates in this phase. BJP is fielding candidates in all 38 seats of the first phase, Congress in 37, National People’s Party in 13, North-East India Development Party in eight seats, Lok Janshakti Party in 12 seats, Trinamool Congress and Manipur National Democratic Front in 10 seats each, CPI in four and CPI-M in two.
Meanwhile, campaigning for the seventh and last phase of polling in UP is in full swing. Prime Minister Narendra Modi is conducting a grand road show at Varanasi. During the show, a large number of people welcomed their MP being queued up on road sides. Mr Modi also visited famous Kashi Vishwanath temple. He will be addressing two rallies today at Jaunpur and Varanasi.
Samajwadi party leader Chief Minister Akhilesh Yadav has sharply criticised BJP on demonetisation. In his public meetings at Bhadohi, he accused BJP of misguiding the people.
Congress leader Rahul Gandhi and Mr Yadav will also conduct a joint road show at Varanasi. A bilateral meeting was held on 3rd March 2017 in New Delhi between visiting Hon’ble Canadian Minister of International Trade, Mr. François-Philippe Champagne and Hon’ble Commerce and Industry Minister Smt. Nirmala Sitharaman.
Highlights of the meet:
ü The discussion focused on expanding bilateral trade and investment between the Countries. Both the Ministers agreed to 
expedite the conclusion of Bilateral Investment Promotion and Protection Agreement (BIPPA) and Comprehensive Economic Partnership Agreement (CEPA).
ü The Canadian Trade Minister pointed out regarding the interest shown by Canadian Pension Funds in the Indian market and emphasized on the need for FIPA which will provide the required predictability and protection to investments.
ü Addressing the issues of MFN, ratchet, ISDS etc. raised by the Canadian side, the Commerce Minister, Smt. Sitharaman clarified that the negotiation should not get lost in peripheral issues and should focus on bringing in promotion and protection elements, which provide stability and predictability to investments in each other’s country. India has approved the model text as a template and the negotiation under FIPA should go forward in accordance with the model text.
ü Hon’ble Minister for Commerce and Industry Smt. Sitharaman also raised the issue of reforms in the Temporary Foreign Workers Programme (TWFP) which has been made more stringent by Canada and which adversely impacts the services trade from India. She discussed the importance of the ease of movement for intra-company transferees on short term visa for filling in certain crucial and specialized activities.
ü The Canadian Trade Minister assured that a number of steps have been taken to facilitate the ease of movement for professionals into Canada. He described the recent initiative under the Global Skill Strategy Programme wherein the visa application for high skilled technicians, Professors, Researchers etc. will be disposed of within two weeks’ time. Similarly, for professionals visiting for less than a year, a fast track process is being set up which will be similar to a concierge service. This will be extended to companies invested in Canada on a priority basis.
ü Both the Ministers agreed that the present trade which is in the range of USD 8 billion is much below its potential and there is a need to conclude CEPA in a time bound manner for ensuring higher levels of trade in goods and services. They directed the respective Chief Negotiators on both sides to agree on a time line and conclude it as per the agreed time line.
ü The Canadian Trade Minister raised the issue of the fumigation requirement for the pulses being imported into India and the need for a resolution to the issue. The Commerce and Industry Minister assured to look into the issue in consultation with the Ministry of Agriculture. Smt. Sitharaman also raised the issue of organic equivalence to India’s National Programme on Organic Production (NPOP) by the Canadian Food Inspection Agency. The Trade Minister from Canada agreed to take up this issue with the Canadian Agriculture Ministry.
ü Both the Ministers also discussed the potential benefit of business to business interface and, therefore, the importance of CEO Forum to provide the required perspective for improvement in bilateral trade and investment. While the Indian side of the CEO Forum has been reconstituted, the Canadian side will have to reconstitute the Forum. It was agreed by the Trade Minister of Canada to reconstitute the CEO Forum by the end of March. Both the Ministers agreed on ensuring that the business leaders from both sides should meet at the earliest and provide key inputs for furthering our bilateral relationship.

Anil Baijal, the Lieutenant Governor of Delhi has given his approval to the Minimum Wages Bill on Friday 2nd March 2017. This decision of the LG comes after the approval of 37-per cent hike in the minimum wages for unskilled, semi-skilled
and skilled persons in the national capital by the Arvind Kerjriwal government.
The unskilled labourers that earlier used to get Rs 9,724 for their work will now get Rs 13,350, where as the semi-skilled labourers will now be paid Rs 14,698 instead of Rs 10,764 and the skilled labourers will get Rs. 16,182 instead of Rs 11,830.
The Bill was earlier approved on February 25, by the Arvind Kejriwal-led AAP government. They had approved a hike of 37-per cent in the minimum wages for unskilled, semi-skilled and skilled persons in the national capital. Thus, this is the second time the AAP government has approved an increase in the minimum wages.
Thanking the Lt Governor for giving his nod in a short time, Kejriwal said the notification would be issued on Monday 6th March 2017 , after which the hike would come into effect.

CAIT joins hands with Govt for a national campaign to raise awareness about digital payments


The Confederation of All India Traders (CAIT) and Ministry of Electronics and Information Technology (MeitY), Government of India jointly launches today a national campaign to promote the adoption of electronic payments in line with Prime Minister’s vision of Digital India and less-cash economy. Shri Ravi Shankar Prasad, Minister of Electronics and Information Technology flagged off the  mega campaign at Scope Complex Convention Centre, New Delhi in the presence of umpteen number of highly placed cabinet official and dignitaries. The campaign will be jointly conducted by CAIT and NIELIT, a body under MeitY. During the campaign all over the Country 5 Regional Conferences, 30 State level Conferences and 100 Digidhan Camps will be organised in different cities of the Country.
While speaking at the Conference, Shri Ravi Shankar Prasad said that traders are the only vertical of any economy which follows its legacy and adopt the time needed changes in its business format very fast and therefore adoption of digital payments in not a very difficult task for the traders. He said that it will lead to honest economy in the Country. He further said that Ministry of IT & Communication has been chosen as nodal department for augmentation of digital payments in the Country with a target of concluding 2500 crore digital transactions this year. With help of the traders, the target will be achieved-he added. Mr. Prasad said that trader’s establishment is the only place which can train large number of people in a day who visit shops for purchasing and this way the digital payment will enable to stand in first row over the globe.
In addition to eminent personalities from the industry and Government of India, Dr. Ashwani Kumar Sharma, DG, NIELIT &  Mr. Sanjiv Mittal, Joint Secretary, MeitY were also present at the event beside large number of trade leaders from Delhi and NCR region. Senior officials of MasterCard, HDFC Bank 7 other financial Institutions, technology service providers. The campaign is kicked off with the purpose to persuade non-corporate business sector for amplified adoption of Digital Payments and to spread awareness about importance of electronic/cashless transactions in businesses.
Mr. Praveen Khandelwal, National Secretary General, Confederation of All India Traders commented on the occassion, “ By joining hands, we endeavour to transform India into a better and transparent economy prospering everyone. We together understand that digital transactions are element to comprehensive growth of all pillars of ever-changing and ever-growing economy and hence making Prime Minister’s vision a reality, of establishing India as strongest and fastest growing country in the world.” He further said that If digital payment is to be leveraged, the Govt must absorb transaction charges by subsidising the same to Banks and effective incentive schemes must be announced to promote more & more digital payments in India.
The benefits of digitalised transactions/payments are manifold as it operates on technologies designed to safeguard data and hence making transactions more secure. Electronic transactions also helps traders increase the value of transactions as research shows that consumers attempt to make higher value purchases when using debit and credit cards and works as an effective way to promote customer loyalty. Digital transactions can also create an instant payment trail for payers and payees, making it easier to track and record transactions.
CAIT proudly shares about its phenomenal contribution to Government of India’s endeavors to transform the country into less cash society resulting into reduced corruption and transparency in taxation system. In association with Mastercard, it has organised more than 100 training conferences in 2015 and 2016, including “Train the Trainer” workshops in over 30 cities across the country through which they were successful in reaching out to over 5 lakh traders.
