DAMAGE CONTROL ASSISTANCE TO DISTRESSED MOTOR TANKER INFINITY-1

An information was received at Maritime Rescue Coordination Centre (MRCC), Mumbai in the evening of 08 Jun 16 from DG (Shipping) that Motor Tanker Infinity-1 (Flag ‘Panama’), with 14 crew (all Indian) and carrying approximately 1800 MT of Asphalt from Kandla to Karwar was listing dangerously due to flooding  18 Nm West of Goa. Damage control efforts by the ship’s crew could not control the flooding. Hence, Coast Guard assistance was sought. The ship had earlier on 05 Jun experienced engine breakdown and also flooding owing to a crack on the hull. The same had been rectified by ship’s crew and the vessel continued its passage to Karwar.

On receipt of the information, the Indian Coast Guard immediately responded by diverting one of its Fast Patrol Vessels, ICGS Amal patrolling in vicinity to render immediate assistance. Simultaneously, ICGS Shoor, an Advance Off shore Patrol Vessel (AOPV) with specialised damage control capabilities was also mobilised for assistance. Additionally, ICGS Samudra Prahari (PCV) and ICGS Apoorva (FPV) were also kept standby to respond to any emerging contingencies. The Coast Guard ships Amal and Shoor on reaching the distressed vessel, promptly dispatched their Damage Control Teams with specialised equipment to board the vessel and arrest the flooding onboard MT Infinity-1.

With sustained efforts of Indian Coast Guard units in dark hours despite adverse weather conditions of Sea State 3 with strong winds, the flooding onboard the distressed vessel was brought under control and the vessel was sufficiently stabilised. MT Infinity-1, thereafter commenced movement towards Karwar at 0400 hrs on 09 Jun with a team of damage control experts of        Coast Guard alongwith necessary equipment embarked, whilst being escorted by      ICG ships. The vessel is likely to arrive Karwar by evening of 09 Jun.              INS Trikand, a Naval vessel is also reported to be maintaining in the area.

The Indian Coast Guard being the Nodal Agency for Maritime Search and Rescue in the Indian Search and Rescue Region has been providing yeoman service by responding to calls of distress from mariners and sea farers. Since its inception, the Indian Coast Guard had undertaken 2366 SAR missions resulting in successful rescue of over 7000 human lives in addition to valuable property and cargo.

Advancing the Next Generation of Food and Agribusiness Leaders
By Jennifer Stewart-Burton, Purdue University
Brittany Schaefer always knew she wanted to pursue an advanced degree.
An interior logistics specialist for a major agribusiness and food production company, Brittany says it was all about finding the right program at the right stage of her career.
Now in her second year of the MS-MBA in Food and Agribusiness Management program from Purdue and Indiana universities, she says she has known all along that she made the right choice.
“The faculty and teaching assistants have been extremely accessible and both the homework and the capstone have been timely and relevant to what I do every day,” she says. “I can’t speak enough to the group atmosphere of the program. My classmates and I have a common thread and they have pushed me to be better.”
The MS-MBA program gives students access to expertise at both universities and allows them to earn both a Master of Science (MS) in agricultural economics from Purdue and a Master of Business Administration (MBA) from IU in just 27 months. Each cohort is made up of 25-30 food and agribusiness professionals who work full-time while studying. The program is offered predominantly online, with five in-person residencies—four on campus and one abroad.
Learning beyond the classroom
According to director Allan Gray, professor of agricultural economics at Purdue, the MS-MBA program is about far more than just classroom learning.

European Parliament Hosts Event on Pakistan’s Baluchistan

Baluchistan House in partnership with Members of the European Parliament hosted an event in the European Parliament in Strasbourg on the topic of “Pakistan’s Baluchistan: Its Human Rights Abuses”.
The conference was attended by MEPs, European Commission officials, Representatives from Think Tanks, European Parliament Staff and Baluch diaspora.
Mr. Tarek Fatah, Executive Director, Baluchistan House, mentioned that Pakistan, through its Military and its intelligence agency the ISI, has been historically engaged in systematic human rights abuses in the region of Baluchistan. The ISI practices oppression in a multitude of forms to curb the legitimate demand of the Baluch community. The Baluch people live in a constant atmosphere of fear and insecurity, as the Pakistani army and ISI collude to unleash a brutal human rights regime in the region. One of the most covert means employed by army to subdue the legitimate aspirations of the Baluch people in enforced disappearance.
Custodial killings have become the order of the day in Baluchistan. As recently as March 2016, two Baluch victim of enforced disappearances, whose name and detail were part of record, were  killed and dumped by Pakistani forces in Awaran in a stage encounter. BRP member, Sarwar s/o Haso Baluch was killed and dumped in Chorchori area of Mashkay. He was abducted on 27 February this year by state force.
Soldiers are carrying out arbitrary arrests, humiliating families, maiming civilians, carrying out enforced disappearance and conducting summary execution. They even forcibly put excrement in the mouths of innocent young Baluch .Pakistan’s Inter-Services Intelligence, while committing war crimes and crimes against humanity with impunity in Baluchistan does not even want an open discussion on what is going on in Baluchistan.
Ms. Barbara Kappel, Member of the European Parliament, mentioned that State sponsored mass killings, disappearances of thousands of people and extrajudicial executions are the grim reality of Baluchistan. The Pakistani army operates dozens of illegal underground torture cells in different parts of the country and various intelligence agencies do not share complete information with each other about their operations and torture cells. She further mentioned that a decision made by even an army subaltern carries more weight than a high court judge does. Disappeared Bloch persons from Pakistani Baluchistan have been denied the right to a proper arrest and to a fair trial. There has been evidence of inhuman torture on many of the disappeared persons. Some have eventually been killed and some have been dumped away in half-dead condition
Mr. Alberto Cirio, Member of the European Parliament, said that although Pakistan is a party to the International Covenant on Civil and Political Rights, which guarantees fundamental freedoms and rights to all the citizens of a country, the plight of the Baluch minority is pretty sordid, and mired in a systematic abuse of human rights, showing contempt of all international humanitarian laws. The international community and human right organization must take urgent steps to prevent the everyday genocide of Baluch people.
