New Haryana govt must wake up on verbal assaults on women freedom

The Aam Aadmi Party (AAP) strongly condemns the sudden spurt in retrograde statements against women in Haryana by religious groups and Khaps, particularly since the BJP has won a majority in the state.
The AAP demands that the Haryana government should immediately ban the meeting of Hindu Mahasabha to be held on Sunday, in which it wants to declare a dress code for women and a ban on their carrying mobile phones.
It is shocking that the new BJP state government of Haryana is allowing such elements to give statements openly, which are in clear violation of law and breach all norms of the society.
Infact, the first shock had come in the form of views expressed by none other than the new chief minister of the state, Mr Manohar Lal Khattar during the election campaign itself, though he has desisted from speaking on the subject since he was sworn-in on Sunday.
Mr Khattar, in an interview during elections had advised girls to dress decently and their freedom must be bound by some limits. He had gone on to praise the khaps for promoting Indian culture.
Though he has not repeated these views again, but the ministers of his cabinet appear to have emboldened organizations like Hindu Mahasabha to spread regressive views in the society.
Haryana agriculture minister OP Dhankar, who is no stranger to controversies, is on a Khaps promoting spree and his utterances seem to be encouraging organizations which pose a danger to the society.
It is beyond any reasonable understanding that organizations like Hindu Mahasabha are advocating that women dress and behave in ways being ordered by them. It is trying to portray women as mere objects and the attempt is to find faults with the victims of sexual harassment while they excuse the predator and sexual harasser.
The AAP is of the view that such talk and diktats against women are a deliberate attempt to push back the efforts for women equality. It is an attempt to restrict women to private spaces and continue their exploitation. Such diktats justify the use of force and violence against women and need to be strongly resisted. (ENDS)

Myanmar to amend constitution barring Suu Kyi to contest

Myanmar’s parliament will consider amending the country’s constitution – which currently bars opposition leader Aung San Suu Kyi from becoming president – ahead of elections next year, an official said on Friday.
“They agreed to discuss the issue of amending the constitution in parliament, according to the law,” presidential spokesman Ye Htut told reporters after President Thein Sein held unprecedented talks with army top brass and political rivals including Suu Kyi.Suu Kyi is trying to change key sections of Myanmar’s constitution ahead of 2015 elections that are widely expected to be won by her National League for Democracy (NLD) – if they are free and fair.
The NLD has focused on altering a provision that currently ensures the military in the former junta-ruled nation has a veto on any amendment to the previous charter.
To alter the constitution there needs to be support from a majority of over 75 per cent of parliament.
As it stands, Suu Kyi is ineligible to become president because of a clause in the 2008 charter blocking anyone whose spouse or children are overseas citizens from leading the country. The Nobel laureate’s late husband was British, as are her two sons.

Pankaj Advani wins World Billiards Championship

India’s most celebrated cueist Pankaj Advani clinched the World Billiards Championship (time format) title to bag a record 12th world crown and also complete a rare ‘Grand Double’ post his third win in both the long and short formats in the same year.
Bangalore’s ‘Golden Boy’ set the green baize on fire as he humbled England’s rising star Robert Hall 1928-893 in a one-sided contest to hand his mother, Kajal, a perfect birthday gift on Wednesday. He had won the 150-up format last week after defeating Peter Gilchrist.
Hall, who had got past Advani’s citymate Balachandra Bhaskar in the semifinals, could not stand up to the Indian ace and the Englishman’s maiden final appearance ended on a disappointing note.
But it was all smiles for Advani, whose third grand double makes him the only billiards player to achieve this feat. Advani, 29, surpassed Mike Russell, who had won the double in 2010 and 2011.
Advani’s previous grand doubles were in Malta in 2005 and in his hometown in 2008.
Saving his best for the last, which is often synonymous with Advani, he led 746-485 with the help of a 185 break in the first session of the five-hour final.
On resumption, the Indian ace fired in breaks of 94, 182, 289 and 145, adding a whopping 1000 points in under two hours. Advani then went into overdrive making the match a foregone conclusion with over hour left on the clock.
On how he was able to turn things around in the second session, Advani said, “With a 260 lead in the first half, I knew I had things under control. But Hall has the ability to come back so I decided that I was going to score as much as possible on each visit. I spoke with my br
other Shree who was following the match online. A couple of tips from him did the trick too.” When asked about the multiple records, a thrilled Advani said, “I don’t know what to say. The way I feel makes words seem incapable of truly depicting it. I worked really hard on my game and fitness, both physical and mental before coming here (to Leeds) and it definitely paid off.
“I’m on my way to Sheffield today to get billiards out of my system and switch to snooker in order to prepare for the IBSF World Snooker Championship happening next month in Bengaluru.”
On winning his 12th world title on his mother’s birthday, he said, “This win is truly special. Apart from the dozen world titles and the third grand double, the main reason for it being so special is because it was won on my mother’s birthday. She is my rock. Happy birthday Mom! Hope you like your present.”

Sep 2014 fiscal deficit at around 83% of actuals to BEs

The gross fiscal deficit of the Central government stands at 82.6% of the actuals to budget estimates at the end of Sep 2014 as compared to 76% of the actuals to budget estimates in the corresponding period of the previous year. The primary deficit significantly increased to 243% of the actuals to budget estimates at the end of Sep 2014 as compared to 146.7% of the actuals to budget estimates during corresponding period of the previous year.

Winter Session of Parliament begins 24 Nov

The Winter Session of Parliament will be held from 24th November to 23rd December, it was officially announced on Friday.
“The Third Session of Sixteenth Lok Sabha will commence on Monday, the 24th November. Subject to exigencies of Government Business, the Session is likely to conclude on Tuesday, the 23rd December”, a Lok Sabha secretariat release said. Rajya Sabha has also been summoned to meet on 24th November for the Winter Session. It will conclude on 23rd December.
With an aim to restrict fiscal deficit to 4.1 per cent of GDP in 2014-15, the Finance Ministry has barred officials from holding meetings in 5-star hotels and put a freeze on fresh appointments and filling up posts lying vacant for over one year.
“While officers are entitled to various classes of air travel depending on seniority, utmost economy would need to be observed while exercising the choice keeping the limitations of budget in mind. However, there would no bookings in the First Class,” said the office memorandum.
The facility of Video Conferencing, it said, “may be used effectively”.
The Finance Ministry said purchase of new vehicles to meet operational requirement of defence forces, Paramilitary forces and security organisations are permitted but ban on purchase of any other vehicles would continue.
“Such measures are intended at promoting fiscal discipline, without restricting the operational efficiency of the government. In the context of the current fiscal situation, there is a need to continue to rationalise expenditure and optimise available resources,” it said.
The government proposes to lower the fiscal deficit to 3 per cent of GDP by 2016-17. The deficit which had touched a high of 5.7 per cent in 2011-12, was brought down to 4.8 per cent in 2012-13 and further to 4.5 per cent in 2013-14 by way of austerity measures.
“The task before me is very challenging because we need to revive growth, particularly in manufacturing sector and infrastructure,” Finance Minister Arun Jaitley had said in his budget speech.
He added that choice has to be made whether or not to be victims of mere populism and wasteful expenditure.

September core infra grows at 1.9%

The core infrastructure grows to 1.9% (Y-O-Y) in September 2014 as compared to 5.8% (Y-O-Y) in August 2014. The combined index of Eight Core Industries stands at 160.6 in September 2014 with a growth rate of 1.9% in September 2014 as compared to 9.0% in September 2013. Crude oil and Natural gas registered a growth rate of (-) 1.1% and (-) 6.2% respectively in the month of September 2014.

BFI: St. Edmunds make merry of home conditions
1112014- Boys and girls team from the host side register comfortable wins
Jaipur, October 30, 2014: Boys and girls from St. Edmunds hardly broke a sweat beating their opponents Neeraja Modi and Anslem Pink City respectively on Day 2 of the Challenger League of Indian School Basketball League organized by Basketball Federation of India (BFI) in collaboration with IMG-Reliance (IMG-R) at St. Edmunds School, Jaipur on Thursday.
The boys team from St. Edmunds beat Neeraja Modi 36-13 thanks to Rahul’s 23 points. In the match before this one, Anslem Pink City beat Army Public School 41-27. Subodh beat SJ Public 21-10 while Seedling School beat Candlewick 34-32 in a thriller.
Highlight of the day happened when Subodh School’s girls team beat Seedling School 20-0. Hosts’ girls team beat Anslem Pink City 31-16 while Neeraja Modi & Sanskar got walkovers as their opponents Seedling School and St. Wilfred respectively didn’t turn up.

Mothers PS to meet Govt Boys in finals
1112014- Hosts beat DAV Public School 53-39 in the semifinals
Bhubhaneshwar, October 30, 2014: Mothers Public School put up a dominant performance on Day 9 of the Challenger League of Indian School Basketball League organized by Basketball Federation of India (BFI) in collaboration with IMG-Reliance (IMG-R) at Mother’s Public School, Bhubhaneshwar on Thursday.
The hosts brushed aside any challenge from DAV Public School in the first semifinal to beat them 53-39 in front of their home crowd. Their final opponents Government Boys School – Unit 9 beat DAV Public School from Chandrashekharpur 46-24 in the second semifinal.
But the girls from DAV Public School, Chandrashekharpur gave the school something to cheer up as they beat KISS School to enter the finals. Lipsa’s 13 points helped DAV beat KISS by 29-18. In the other semifinal, Government Girls High School – Unit 4 beat SAI International 45-12 in a one sided fixture.

10th biennial convention of NAPM on the theme of “Politics of development and Social Justice Today” was inaugurated by eminent social activists Aruna Roy, Anil Sadgopal and Medha Patkar and eminent communist leader and ex-minister Vinoy Viswam at the Rashtra Seva Dal campus, Pune. More than five hundred activists representing social movements from fifteen states are attending the convention. Various political and organisational issues will be discussed at length in the convention.
The statues of Savitri Bai Phule and Mahatma Jotiba Phule were garlanded by a representative group including Medha Patkar, Sister, Celia, Vidya Tai Bal, Shyamala Vanarase, Subhas Vare, Suresh Khopde, Nitin Pawar, B.D Sharma and others to mark the start of the convention. Mahatma Phule is a symbol of the legacy of social reforms, caste, gender, education and economic reforms.
Addressing the gathering, NAPM’s National Advisor Medha Patkar discussed the role of NAPM in transformative politics and developments in last two decades and underlined the contribution of people’s movements in resisting the neo liberal onslaught on the right of community over natural resources. She recalled how people have fought against coke plant in Plachimada and Enron in Maharashtra, which brought forth the need for community role in local planning.
Veteran educationist Anil Sadgopal delivered the keynote address and said that public land is being taken away in the name of education. Government Schools are being shut down in thousands so that private corporations can benefit.
Aruna Roy, eminent social activist known all over the world for her contribution to the Right to Information Movement and MNREGA and member of advisory committee of NAPM chaired the inaugural session and said that people’s movement should connect with the youth of the country and bring them to the leadership of movement like NAPM. She also remarked that Youth are being fooled in the name of Jobs but where are the Jobs?
A compendium “NAPM @ 20 : Alliance in struggle and reconstruction” illustrating the various struggles of people’s movement all across the country was released by eminent tribal rights activist B.D Sharma.
Eminent supporter and activists of people’s movement namely BD Sharma, Bhai Vaidya, Pushpa Bhave, Samar Bagchi, Bhau Bhuskute, Vikas Amte, Vinoy Viswam, Anna Hazare,(in Absentia) Justice Sacchar (in Absentia) were felicitated at the convention for their contribution in strengthening social movements.
The session started with songs and cultural programmes by Charul, Vinay (Loknad, Gujarat), Shakar (Odisha) and children of SalSabeel Green School (kerela). Various exhibitions and stalls reflecting the constructive side of various people’s movements were at display at the venue.
Activists discussed various issues confronting the nation. Fifteen thematic groups in parallel sessions were held on subjects ranging from Control Over Natural Resources and Community Rights, strengthening Secular Forces for communal Harmony, Electoral Reforms, Farmers and Workers in Agrarian Economy, Rights of unorganised sector workers, to Energy Crisis etc. Outcome of these sessions will be presented in Plenary session on 1st October.
A public meeting is scheduled in the evening on the topic of “Social Justice, Developmental Policy and Future of India”. Former Minister of Kerela Benoy Biswam, social activists Dayamanyi Barla from Jharkhand, eminent socialist Yogendar Yadav, Pushpa Bhave, Srinivas Khandewal, Khaleel Deshmukh and Vilas Bhongade spoke on the occasion and Kamayani Swami, a trade union activist from Bihar moderated the session.

November 1 (Saturday) is recalled as one of the darkest days in the history of India’s capital. It was on this day, three decades ago that following the assassination of former Prime Minister, late Mrs Indira Gandhi, communal riots were triggered in Delhi and other parts of the country, in which the Sikh community was targeted by murderous mobs.
According to the Ahuja Committee Report, atleast 2733 persons were killed in Delhi alone in the anti-Sikh riots that began on November 1, 1984. It is shocking that even after 30 years, the rioters and those who conspired to instigate worst riots in the national capital have virtually escaped scot free.
On Thursday, the BJP’s central government has announced an additional compensation of Rs five lakh each to the next of kin of the 1984 riot victims. This is a good step, but the harsh fact is that helpless families and relatives of riot victims have been endlessly waiting for justice.
The Aam Aadmi Party government of Delhi had recommended setting up of a Special Investigation Team (SIT) to probe 1984 anti-Sikh riots. Delhi cabinet had sent its decision to the Lieutenant Governor on January 30. Nine months have passed and it is surprising that the decision is still pending.
The AAP demands that if the BJP and its allies are serious is providing justice to the 1984 riot victims, their central government must notify the SIT without any further delay.
There is huge resentment among the people of Delhi that innocent citizens were killed in broad daylight on the streets of the capital city, and the guilty are roaming unpunished. This has sent a wrong message to the society at large that criminals who commit large scale murders of innocents can go scot free.
A total of 587 FIRs were registered by the Delhi Police for the murders, arson and other offences committed during the riots. Even out of these 587 FIRs, 241 were closed by the police as untraced. Out of the cases which were closed, four cases were reopened and reinvestigated on the recommendations of the Nanavati Commission and the reinvestigation was conducted between 2006-2009.
Of these four cases, sufficient material to prosecute the guilty was found in three cases and chargesheets were filed in courts. It was revealed during the reinvestigation by the CBI that these cases had in fact been wrongly closed by the police and that it had been party in the cover-up as well as in the killings.
Given the background that 237 cases wrongly closed by the Delhi Police still remained untouched, following a representation by various organizations and individuals, including senior advocate Mr HS Phoolka, who has been fighting for the victims since decades, the AAP government had decided to set-up a SIT with the following terms of reference :
1) To re-investigate the FIRs pertaining to the 1984anti-Sikh riots, which have been closed as untraced.
2) To register fresh FIRs, if any, which had not been registered pertaining to the incidents which occurred during the Riots of 1984.
3) To enquire into allegations of destruction of evidence, register appropriate cases and investigate the same.
4) To finalize and file the chargesheets in courts wherever enough evidence is available, after following the due process of law.
It was proposed that the SIT be directed to complete the task within a period of two years.
The AAP government had proposed that the SIT should be headed by an officer of credibility from outside the Delhi Police, considering the fact that time and again the Commission of Enquiry and Courts have found active connivance of the Delhi police.

Ex-Union Carbide chief Warren Anderson no more

Former Union Carbide chief Warren Anderson, wanted in India in connection with the 1984 Bhopal gas tragedy which claimed over 3,000 lives in one of the world’s most lethal industrial accidents, has died in the US state of Florida aged 92.
Anderson, a Brooklyn carpenter’s son who ascended to the top of the Union Carbide Corporation, died on September 29 at a nursing home in Vero Beach, Florida but his death was not announced by his family and was confirmed from public records, the New York Times reported.The Indian government made multiple requests to extradite him, and officially labeled him a fugitive.A judge also called him an “absconder”.Anderson reached Bhopal four days after the accident, where he was immediately arrested.But after quickly paying bail, he never returned to face trial.
The Bhopal horror began around midnight on December 2-3, 1984, when a chemical reaction in a plant that made insecticides caused a leak of toxic gases that swept through the surrounding community.
The Madhya Pradesh government confirmed 3,787 deaths as a result.
Unofficial estimates said the death toll had exceeded 10,000.
More than a half-million people were injured, with many dying from illnesses including lung cancer, kidney failure and liver disease.
In 1989, Union Carbide paid USD 470 million to the Indian government to settle litigation stemming from the disaster.
“With the support of the United States government, he escaped extradition.
And he eluded subpoenas in civil cases by living quietly and migrating between his homes in Vero Beach, Greenwich, Connecticut and Bridgehampton, New York,” the Times said.

Devendra Fadnavis first BJP CM of Maharashtra

Devendra Fadnavis was on Friday sworn in as Chief Minister of the first BJP govt in Maharashtra at a grand ceremony where Shiv Sena chief Uddhav Thackeray made a last-minute appearance, raising the possibility of a rapprochement between the saffron parties. Fadnavis, at 44, a fourth time MLA and the second Brahmin to occupy the top post in the state, was administered the oath of office and secrecy by Governor C Vidyasagar Rao at the Wankhede Stadium in the presence of Prime Minister Narendra Modi, BJP President Amit Shah, several Union ministers and veterans L K Advani and MM Joshi among others.
Chief Ministers of BJP-ruled states including Vasundhara Raje (Rajasthan), Anandiben Patel (Gujarat), Manohar Parrikar (Goa), Raman Singh (Chhattisgarh) and Manohar Lal Khattar (Haryana) and those governed by allies including Chandrababu Naidu (Andhra Pradesh) and Parkash Singh Badal (Punjab) also attended the event.
Top industrialists along with other eminent personalities, including from Bollywood, and Fadnavis’ banker wife Amruta were present at the packed venue when seven Cabinet Ministers and two Ministers of State also took oath.
Former ally Shiv Sena chief Uddhav Thackeray, whose party had decided to boycott the event citing “constant humiliation” by BJP ahead of government formation, attended the event along with his wife after a last-minute call by BJP President Amit Shah.
Thackeray’s presence indicated a possible rapprochement between the two estranged Hindutva parties which fell apart just ahead of the Assembly polls following failure of seat sharing talks.
All eyes were on Modi and Uddhav, who shook hands and exchanged pleasantries.
With 121 BJP MLAs in a House of 288, Fadnavis is heading a minority government that has been asked to prove majority in two weeks.
Sharad Pawar’s NCP with 41 MLAs has already declared unconditional outside support to the new government.
Cabinet Ministers who were sworn in are Eknath Khadse, Sudhir Mungantiwar, Vinod Tawde, Pankaja Munde — all members of the BJP’s state Core Committee–, Prakash Mehta, Chandrakant Patil and Vishnu Savara.
The Ministers of State are Dilip Kamble and Vidya Thakur.
Union Ministers Nitin Gadkari, M Venkaiah Naidu, Ravishanker Prasad, Prakash Javadekar and Radhamohan Singh were present on the occasion.
Fadnavis is only the second Brahmin Chief Minister after Shiv Sena’s Manohar Joshi in the state dominated by Maratha politicians.
Groomed in RSS tradition and handpicked by Prime Minister Narendra Modi, Fadnavis has become the 27th Chief Minister of Maharashtra and the 18th person to hold the post. He is the fourth politician from Vidarbha region to become CM.
He helmed the BJP in the state when it posted emphatic victories in Lok Sabha and state Assembly polls.
Uddhav Thackeray, who sat beside Union Minister Venkaiah Naidu, remained silent and broody through the proceedings, but was seen smiling, shaking hands and exchanging pleasantries with Modi after the ceremony got over.
“Uddhavji attended the swearing-in of Devendra Fadnavis after BJP president Amit Shah called him up to extend invitation,” Sena MP Vinayak Raut said.
“Amit Shah also assured Uddhavji of a positive decision on participation of Shiv Sena in the new government and we are hopeful there will be a positive outcome when talks are held,” he said.
It was, however, not yet clear when talks between the two parties will resume to arrive at a mutually acceptable power-sharing arrangement.
Governor Rao has given Fadnavis 15 days from the day of being sworn in to prove his majority in the Assembly.
BJP’s strength in the House has come down to 121 after the death of its MLA Govind Rathod, but it has claimed support of all seven independents and some from smaller parties.
NCP has said it will abstain from voting during the floor test if Sena were to sit in the opposition.
This will help the Fadnavis government to sail through. However, taking 63-member Sena on board is still the best option available to Fadnavis to reach the magic figure of 145.

Parliamentary Standing Committee on Railways has invited suggestions/comments/views from the public, NGOs, experts and stakeholders on ‘The Railways (Amendment) Bill, 2014. The Railways (Amendment) Bill, 2014 has been proposed to amend the Railways Act, 1989 and seeks to prevent the filing of larger number of duplicate cases of compensation claims in different benches of Railways Claims Tribunals and to exclude the liability of Railways in accidental falling from the ambit of untoward incident and categorise it separately.
The bill has been referred to the Standing Committee headed by Mr. Shri Dinesh Trivedi by Smt. Sumitra Mahajan, Speaker, Lok Sabha.

BCCI slaps Rs 250 crore damages claim on WICB

Left fuming by the West Indian cricketers’ mid-series pullout due to a pay dispute with their Board, the BCCI has slapped a damages claim to the tune of Rs 250 crore (USD 42 million) on the WICB.
West Indies cricket plunged into an unprecedented crisis following the decision of the team to not go ahead with the tour of India following the fourth ODI in Dharamsala and the BCCI’s damages claim could bring the bankrupt West Indies Cricket Board (WICB), which is going through its worst internal crisis, down to its knees.
“I have sent a letter to the WICB claiming damages to the tune of Rs 250 crore (USD 42 million). I have already sent them the letter demanding the compensation for pulling out of the bilateral series despite repeated requests and assurances of helping them out,” BCCI secretary Sanjay Patel told media persons on Saturday.
After the incomplete five-match ODI series, the visitors were scheduled to play in a one-off T20 match at Cuttack followed by Tests at Hyderabad, Bangalore and Ahmedabad. It has been learnt that the BCCI has given WICB about two weeks time to come up with a compensation plan failing which the Caribbean Board will have lawsuit.
“The BCCI calls upon the WICB to formally inform the BCCI, in writing, of the steps it intends to take to compensate the BCCI towards the losses quantified above as well as those losses yet to be quantified by the BCCI in relation to the cancelled WICB tour,” said the letter, signed by Patel.
It added: “In the event the BCCI does not receive such a proposal in acceptable terms, within a period of 15 days from receipt of this letter, please note that the BCCI has peremptorily instructed its attorneys to initiate steps for recovery of the losses by filing appropriate legal proceedings against the WICB in the appropriate Indian court and you may treat this notice as a formal demand in that regard.”
Patel has sent the letter to WICB president Dave Cameron.
Asked if the WICB, which is virtually bankrupt and is currently one of the poorest cricket boards among the Test playing nations, will be be able to cough up the humongous amount, Patel said, “This is not BCCI or my lookout to see how the WICB arranges the amount. They have to pay up the amount. Period.”
