Phase 4: Lok Sabha Elections 2014
Analysis of Criminal Background, Financial, Education, Gender and other details of CandidatesNational Election Watch (NEW) and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of all 74 candidates who arecontesting in the Phase 4 of Lok Sabha 2014 Elections.

Criminal Background
- Candidates with Criminal Cases:Out of the 74 candidates, 9 candidates (12%) have declared criminal cases against themselves
- Candidates with Serious Criminal Cases:Out of these 9 candidates, 5 candidates have declared serious criminal cases including cases related to voluntarily causing hurt by dangerous weapons, criminal intimidation etc.
- Candidates with multiple serious IPC counts: 4 candidates have declared multiple serious IPC counts. Dayanand G. Narvekar an Independent candidates from North Goa Constituency has declared 4 serious IPC counts followed by Govind Gaude an Independent candidate from South Goa constituency with 3 serious IPC counts, Churchill Alemao of AITC from South Goa constituency with 3 serious IPC counts and Lalit Mohon Suklabaidya of INC Karimganj constituency with 2 serious IPC counts.

- Party wise Candidates with Criminal Cases:2 (29%)out of 7 candidates from INC, 1 (25%) out of 4 candidates from AITC, both candidates from CPI, the candidate fielded by Goemcarancho Otrec Astro from Goa and 3 (12%) out of 25 Independent candidates have declared criminal cases against themselves in their affidavits.
- Party wise Candidates with Serious Criminal Cases: 1 (14%)out of 7 candidates from INC, 1(25%) out of 4 candidates from AITC and 3 (12%) out of 25 Independent candidates have declared serious criminal cases against themselves in their affidavits.
- Red Alert Constituencies*: 1 constituency, South Goa constituency has 4 candidates with declared criminal cases.
Financial Background
- Crorepati Candidates:Out of the 74 candidates analysed, 20 (27%) are crorepatis.
- Party-wise Crorepati Candidates:6 (86%) out of 7 candidates in INC, 3 (43%) out of 7 candidates in BJP, both candidates from AGP, 1 (50%) out of 2 candidates from CPI(M) and 2 (8%) out of 25 Independent candidates have declared assets worth more than Rs. 1 crore.
- State-wise Crorepati Candidates:
- Average Assets:The average assets per candidate contesting in the 4th phase of Lok Sabha 2014 elections is Rs.2.12 Crores.
- Party-wise Average Assets:Among major parties, the average assets per candidate for 7 INC candidates is Rs 4.01 crores, 7 BJP candidates have average assets of Rs.1.67 crores, 6 AAP candidates have average assets worth of Rs. 34.20 lakhs and 4 AITC candidates have average assets of Rs. 4.51 crores.
- Party-wise Asset Rank: 5 (71%) out of 7 INC candidates occupy the top three assets positions amongst all the contesting candidates in their respective constituencies. Similarly, 3 (43%) out of 7 BJP candidates and both the candidates from AGP candidates occupy the top three asset positions in their constituency.
- High Asset Candidates: 5 candidates have declared more than Rs.8 crores worth of assets. The top three candidates with highest assets are given below. Total Assets includes income of self, spouse and dependents.

Consolidated Executive Summary
Phase 1 to 4
National Election Watch (NEW) and Association for Democratic Reforms (ADR) have analysed the self-sworn affidavits of 1566 candidates out of 1594 candidates who are contesting in Phase 1 to Phase 4 of
Lok Sabha 2014 Elections. The rest of the candidates were not analysed
due to unavailability of the affidavits on the ECI website at the making
of this report. The following is a consolidated summary of the same.

Criminal Background
- Candidates with Criminal Cases:Out of the 1566 candidates analysed, 278 candidates (18%) has declared criminal cases against themselves.
- Candidates with Serious Criminal Cases:155 (10%) candidates have declared serious criminal cases including cases related to murder, rape, robbery etc.
- Party wise Candidates with Criminal Cases:23 (25%) of 92 candidates fielded by INC, 38 (39%) out of 97 candidates from BJP, 15 (16%) out of 92 fielded by AAP and 16 (18%) out of 89 BSP candidates have declared criminal cases against themselves in their affidavits.
- Party wise Candidates with Serious Criminal Cases: 14 (15%) out of 92 candidates fielded by INC, 22 (23%) out of 97 candidates from BJP, 10 (11%) out of 92 fielded by AAP and 9 (10%) out of 89 BSP candidates have declared serious criminal cases against themselves in their affidavits.
