Analysis of Donations Received by Major Political Parties of Delhi
– FY 2013-14 & 2014-15
– Total donations to AAP during FY 2013-14 and 2014-15 were Rs 44.71 crores
– A total of Rs 2.68 crores was collected via 3326 donations during FY 2014-15 which were below Rs 20,000; the party had not made similar declarations during FY 2013-14
– Almost 25% (24.65%) of the total donations for AAP came from outside India
– Name, address and PAN details of 111 donors, who together,contributed Rs 91.47 lakhs (each donation above Rs 20,000), were not available in the donations reports of AAP
Summary:
Analysis of Total Donations declared to the ECI by Delhi’s Political Parties
· AAP is the only State recognised party of Delhi and it saw an increase of 275%in donations from FY 2013-14 to FY 2014-15, which is much higher than the National parties’ total increase of 151%.
· AAP received a total of Rs 9.42 crores as donations above Rs 20,000 during FY 2013-14 and Rs 35.28 crores during FY 2014-15.
· It is to be noted that AAP, in its donations report for FY 2014-15, had declared donations received below Rs 20,000 too.
Donations below Rs 20,000 to AAP in FY 2014-15
· AAP is the only major political party of Delhi, including all the National Parties, which has given details ofdonations below Rs 20,000 for the FY 2014-15.
· A total of Rs 2.68 crores was collected via 3326 donations during FY 2014-15, which ranged from Re 1 to Rs 20,000.
· The party had not made similar declarations during FY 2013-14.
Configuration of total number and amount of donations to AAP during FY 2013-14 and 2014-15
· Number of donations:
o AAP received maximum number of donations for amounts between Rs 1001 and Rs 50,000. These form 75% (5647 donations) of the total number of donations received by AAP during FY 2013-14 & 2014-15.
o 26 donors donated amounts between Rs 1 and 50 while 92 donors donated amounts between Rs 51 and 500.
o The total number of donations increased from 1571 donations during FY 2013-14 to 5951 donations during FY 2014-15 thereby marking an increase of 279% (4380 donations).
· Amount of donations:
o 57% (Rs 25.56 crores) of the total amount of donations to AAP came fromcontributions above Rs 1, 00,001.
o During FY 2013-14, total donations between Rs 1,00,001 & Rs 10,00,000were Rs 40 lakhs which increased by 1261% during FY 2014-15 to Rs 5.44 crores.
Sector wise analysis of donations received by AAP
· 78.55% or Rs 35.12 crores of AAP donations during FY 2013-14 & 14-15 were from individual donors while only7.52% or Rs 65.40 crores of the total donations received by all National Parties collectively was from individual donors.
· AAP received a total of Rs 1.147 crores from unnamed donors whose names were unavailable in the donations report submitted by the party. This amount forms 2.57% of the total donations received by the party during FY 2013-14 and 14-15.
· Total donations received by AAP in FY 2013-14 and 2014-15 equals only 5.14% of the total donations received by 5 National Parties, collectively, during the same period.
State wise analysis of donations received by AAP
· Maharashtra and Delhi were the biggest donors for AAP in India, during the same period. Donations from Maharashtraconstituted 23.28% of the total donations to the party while Delhi donors gave 20.42% of the total donations.
· Almost 25% (24.65%) of the total donations for AAP came from outside India which amounted to Rs 11.02 crores.
· Donations from Delhi and Maharashtra to AAP registered a dramaticincrease of 1460% and 476%, respectively, from FY 2013-14 to 14-15. While, there was a decrease of 83.09% in donations from Delhi to National partiesduring the same period.
Donations with undeclared PAN details
· A total of Rs 27.33 crores was collected by AAP during FY 2013-14 and 2014-15 from donors without PAN details. These were made through 6380 donations to the partyover two financial years.
· Of the total donations of Rs 44.71 crores, 61% came from donors without PAN details, as declared by AAP for FY 2013-14 and 14-15.
Donations with undeclared information
· Name, address and PAN details of 111 donors, who together,contributed Rs 91.47 lakhs (each donation above Rs 20,000), were not available in the donations reports of AAP for FY 2013-14 and 2014-15.
· Name and PAN details were unavailable for 42 donors who contributed Rs 22 lakhs while other information such as address and mode of payment were declared.
· While name of donors were available, address and PAN of 137 donorswho donated Rs 3.02 crores to AAP during FY 2013-14 and 14-15 were unavailable.

Top 10 Donors to AAP (FY 2013-14 and 2014-15)
· None of the top 10 donors have provided complete details of mode of payment of donations.
· Bajaj Electoral Trust donated Rs 3 crores during FY 2014-15 by cheque but the cheque number was not declared.
· It is to be noted that there were 2 donors by the name of Priya Bansal, one who donated Rs 36 lakhs but did not provide address or PAN details or complete mode of contribution and the other Priya Bansal had providedcomplete address and PAN details in all the seven donations she had madefor a total amount of Rs 34 lakhs. The donors could not be verified due to incomplete information and hence their donations were not clubbed. Suchincomplete information should thus be discouraged.
Recommendations of ADR
· The Supreme Court gave a judgment on September 13, 2013 declaring that no part of a candidate’s affidavit should be left blank. Along the same lines, we recommend that the Election Commission India impose rules that no part of the Form 24A submitted by political parties providing details of donations above Rs 20,000 should be left blank.
· Full details of all donors should be made available for public scrutiny under the RTI. Some countries where this is done include Bhutan, Nepal, Germany, France, Italy, Brazil, Bulgaria, the US and Japan. In none of these countries is it possible for 75% of the source of funds to be unknown.
· Details of donors who make donations to the Electoral Trusts should be available in the public domain for increasing transparency in funding of political parties.
· Any party which does not submit its donation statement to the ECI on or before the due date, their income should not be tax-exempted and defaulting parties should be derecognized.
