GOVERNMENT TO REVIVE NORTH KOEL IRRIGATION PROJECT

Centre has decided to revive the North Koel Irrigation project, envisaged nearly 40 years ago, to address the water requirements in Jharkhand and Bihar.
Union Water Resources Minister Uma Bharti told reporters in New Delhi that when completed, the project, estimated to cost 1,600 crore rupees, is expected to irrigate 1 lakh hectares of land in the two states.
Ms Bharti made the remarks during launch of management information system for monitoring projects under the Pradhan Mantri Krishi Sinchayee Yojana.
She said, her Ministry has identified Marathwada in Maharashtra, Bundelkhand (Uttar Pradesh-Madhya Pradesh) and Kalahandi-Balangir-Koraput in Odisha to implement smaller irrigation schemes to help the regions fight water woes.

5.7 MAGNITUDE EARTHQUAKE HIT PHILIPPINES

Three earthquakes ranging in magnitude from 5.0 to 5.9 struck Batangas province on the Philippines main island Luzon today.
The quakes about 90 kms south of the capital Manila occurred over a period of about 20 minutes.
A Reuters reporter felt a tremor for over a minute in the Makati business district of Manila. The region has experienced tremors since earlier this week. There are no immediate reports of injuries or damage.

RUSSIAN UN ENVOY ACCUSES US OF VIOLATING INTERNATIONAL LAW

Russia’s United Nations envoy has accused the US of violating international law by carrying out military strikes in Syria. Deputy Ambassador Vladimir Safronkov told the UN Security Council that Washington attacked the territory of sovereign Syria, describing the attack a flagrant violation of international law and an act of aggression.
The Council held an emergency session yesterday after the US launched a barrage of missile strikes on a Syrian air base in retaliation for a suspected chemical attack.
The council meeting was called by Bolivia, which also branded the US strikes a violation of international law.
However, France and Britain said the US response was appropriate and laid the blame on Syrian President Bashar al-Assad.

HASAAN CALL INTERNATIONAL FACT-FINDING COMMITTEE

Iranian President Hassan Rouhani has called for the formation of an international fact-finding committee to investigate the chemical weapons attack in the northern Syrian town of Idlib that killed at least eighty-seven people.
During a speech in Tehran today, Mr Rouhani warned that US missile strikes in response risked escalating extremism and instability in the region. Tehran is Syrian President Bashar al-Assad’s main regional ally and has provided military and economic support for his fight against rebel groups and Islamic State terrorists.
Meanwhile, Turkey said, the US intervention in Syria is appropriate but not enough. Speaking in the southern city of Antalya today, Turkish Foreign Minister Mevlut Cavusoglu called for a political solution leading to establishment of a transitional government accepted by all Syrians as soon as possible.

LE PEN WANTS THE EU TO WITHDRAW FROM NATO: THIRD CONCEPT: MONTHLY MAGAZINE

Le Pen wants the EU to withdraw from NATO , alleging that it would end American dominance in Europe. She repeats Trump’s assertion that NATO is now obsolete, and has in fact declared publicity that Trump’s victory makes such a feat quite possible now. To her way of thinking, NATO is a “tool for making sure countries that are part of it comply with the will of the United States. She finds this unbearable.
What would she substitute it with? She has some interesting proposals in this regard. She has called for “cooperation agreement” with Russia with close cooperation between European capitals and Moscow. In other words, Washington gets substituted with Moscow. She claims that there is “absolutely no reason we should turn systematically to the United States.”
This may sound a bit incoherent. She sees Trump’s victory as an additional stone in the building of a new world order but at the same time wants the EU to take its distance from the US. How does Le Pen square this circle? Thus: “Obviously we have to compare this victory [Trump’s] with the rejection of the European constitution by the French people, of course, with the Brexit vote, but also with the emergence of movements devoted to the nation – patriotic movements in Europe. All these elections are essentially referendums against the unfettered globalization that has been imposed upon us, that has been imposed upon people and today has been clearly shown to have its limits.”
That is to say, she sees Trump’s victory as a “victory of the people against the elite.” This of course is populism at its best, or perhaps its worst.
What is most intriguing about the above glaring statements is that they seem to reveal a mind-set quite similar to that displayed by Trump and Putin. All three seems to have quite a few affinities and seem to like each other. The major affinity seems to be this: they see the political struggles currently going on as struggles of civilizations against each other. Le Pen is on record as saying that next year’s presidential election in France would “establish some real choices of civilization. “She made such a statement in the context of a lashing out against the EU and its immigrant policies based on open borders.
She added: “Do we want a multicultural society, following the model of the English-speaking world, where fundamentalist Islam is progressing … or do we want an independent nation, with people able to control their own destiny, or do we accept to be a region, managed by the technocrats of the European Union ?”
She has gone as far as comparing the European Union to the Soviet Union. “I don’t see why we should recreate, virtually, this wall between European countries and Russia, unless to obey the orders of the United States, which up until now, have found an intest in this. “She has moreover blamed the EU and the US for destabilizing Europe’s relations with Russia, and has claimed that there is not “a hair’s breadth” between her party and the UKIP regarding immigration and the European Union.

RUSSIAN FRIGATE ARMED WITH CRUISE MISSILES HEADING TO MEDITERRANEAN

Russian frigate armed with cruise missiles was reportedly heading to the Mediterranean a day after the first direct military strike by the US against the Syrian regime.
Russian state media reported that the frigate, the Admiral Grigorovich, would call at a logistics base at Tartus, Syria. Russia also pledged to help strengthen Syria’s air defenses after the US strike on the Shayrat airbase in western Syria.
The White House late Friday refused to say whether strike was a one-off action or part of a new strategy designed to hobble the military capabilities of Syrian President Bashar al-Assad.

SWEDE POLICE ARREST TWO

Sweden, Police have arrested two men after a lorry crashed into a Stockholm department store yesterday, killing at least four people.
The first man to be arrested is being held on suspicion of committing a terrorist crime by murder. He was detained after police released a grainy CCTV image of a person of interest, with a second arrest made later.
Swedish Prime Minister Stefan Lofven has called it a terrorist attack. More than a dozen people were injured. Country’s borders have been tightened.
The lorry crashed into the front of Ahlens department store on Drottninggatan-Queen Street, one of the city’s major pedestrian thoroughfares. The beer company that owns the vehicle said it was hijacked outside a nearby restaurant, where it was making a delivery.

GERMAN NATIONAL ATTACKED IN DELHI,

External Affairs Minister Sushma Swaraj has asked for a report on the attack on a German national in Delhi. In a tweet, Ms Swaraj said, she has asked Delhi Government to provide him best medical treatment.
19-year-old German national Benjamin Scolt was attacked at Geeta Colony in New Delhi yesterday.
External Affairs Minister Sushma Swaraj has said that her Ministry has received a report on the shootout incident resulting in the tragic death of Indian national Vikram Jaryal in Washington.
In a series of tweets Ms Swaraj said, the Ministry is coordinating with the investigative agencies and the authorities there have got the CCTV footage and are in the process of apprehending the culprits.
She said, Indian consulate in San Francisco is helping the family and following it up with the Police authorities.
Ms Swaraj said, the victim was only 26 years old and had reached US only 25 days back and was working at the gas station of a family friend.
On Thursday, two miscreants entered the shop at 1.30 am snatched cash from victim and shot on his chest which resulted in his death.

INDIA, BANGLADESH SIGN 22 AGREEMENTS;

PM Modi announces $4.5 billion line of credit to Bangladesh

India and Bangladesh today signed 22 agreements and four agreements were exchanged in presence of Prime Minister Narendra Modi and Bangladesh Prime Minister Shiekh Hasina in New Delhi after delegation level talks.
The areas in which the agreements have been inked include bilateral judicial sector, earth sciences, navigation, peaceful uses of outer space, passengers and cruise services on the coastal and protocol route and motor vehicle passenger trafic.
In a joint press statement, Mr Modi announced Line of Credit of 500 million dollars to Bangladesh for defence purchases. He said, spread of radicalization and extremism poses grave threat to India, Bangladesh and entire region.
He expressed greatest admiration for Sheikh Hasina’s ‘zero-tolerance’ policy to deal with terrorism. He said Bus and Train Link between Kolkata and Khulna will mark a new era. Mr Modi announced concessional Line of Credit of 4.5 billion dollars to Bangladesh for projects in priority sectors.
Prime Minister Modi also called for diversifying commercial relations between the two neighbours. He said, connectivity is crucial for the successful bilateral relationship. Mr Modi stressed significance of connectivity and lauds restoration of bus and train links between Kolkata-Khulna, and Radhikapur-Birol. Mr Modi announced India to partner Bangladesh in goal of Power for all by 2021.
On Teesta river water sharing issue, Mr Modi expressed firm belief that only his government and government of Sheikh Hasina can and will find an early solution to Teesta Water Sharing.
In her press statement, Bangladesh Prime Minister Sheikh Hasina said her is country committed towards zero tolerance policy to fight terrorism. She said greater connectivity is vital for the development of two countries.
The two leaders also inaugurated two rail and a road connectivity project via video conference. They released Hindi translation of Bangabandhu’s ‘The Unfinished Memoirs’. Commemorating an extraordinary figure and honouring India Bangladesh friendship, the leaders dedicated a road in Delhi to memory of Bangabandhu.
Earlier, in the day, the Bangladesh Prime Minster was accorded ceremonial reception at the forecourts of Rashtrapati Bhawan this morning. She also visited Rajghat to pay floral tributes to Father of the Nation Mahatma Gandhi.
Ms Hasina along with Mr Modi will attend ‘Sommanona Ceremony’ in the evening to honour the Indian Martyrs who sacrificed their lives in the liberation war of Bangladesh. Over 1,600 Indian soldiers were martyred in the Bangladesh liberation war.
The Bangladesh Prime Minister arrived in the national capital yesterday on a four-day visit to India.

The global reserve system is dominated by a single currency, the US dollar, in which the vast bulk of global trade and finance is conducted. This currency hegemony gives the world’s only superpower the exorbitant privilege of having its own liabilities function as the global currency. Several scholars argue that the scale of this privilege help seed the financial crisis of 2007. Emerging markets poured their savings into dollar-denominated debt, creating a flood of cheap credit that lead to wild speculation and subsequent collapse. Since the crisis, several reform measures for this destabilising global reserve system have been suggested, with speculation on everything from a return to the gold standard, an elevation of the IMF’s Special Drawing Right (SDR), and the rise of the Chinese Renminbi being discussed. This lecture offers a systemic account of how the global reserve system works in order to evaluate these claims. It argues that that global currencies will continue to be nationally based, hence reforms will have to focus on international institutions capable of disciplining the (existing and/or rising) hegemon rather than creating new synthetic currencies like the SDR.
Prof Anush Kapadia teaches sociology in the Humanities and Social Sciences Department at the Indian Institute of Technology, Bombay. He has studied at Amherst College and Columbia University, having completed his doctoral thesis in anthropology in 2009. Prior to IIT Bombay, Prof. Kapadia taught at City University, London and Harvard University. His research focuses on the politics of financial systems, trying to understand how system-design choices are also political choices, and how these choices lead to macro-social outcomes such as growth or crises.

This is a first in our series of monthly lectures on “Globalisation in Question”, where we will draw upon renowned scholars and practitioners to address specific undercurrents of globalisation and their impact on a variety of issue areas.
