Following their talks, Xi and Rahmon signed a joint declaration on further developing and deepening China-Tajikistan strategic partnership.
They witnessed the signing of a number of cooperative documents in economic and trade, agriculture, energy, infrastructure construction and other fields.
At a joint press conference after their meeting, Xi described his talks with Rahmon as fruitful and said they had reached broad consensus.
Developing a bilateral strategic partnership featuring enduring friendship, equality, mutual benefit and win-win cooperation is the common aspiration of the two peoples and a historic choice, and it also meets the demands of our times, said Xi.
China is a sincere and reliable friend of Tajikistan, he said, adding that China will consistently push forward bilateral friendly cooperation and firmly support Tajikistan to choose its own development path in line with its national conditions.
No matter how the global and regional situation shifts, China will always support Tajikistan to safeguard its sovereignty, security and development, Xi said, adding that the two states will be good neighbors, good friends and good partners forever.
Rahmon said Xi’s visit has injected new vigor into the development of bilateral relationship.
He fully agreed with Xi’s proposals on enhancing bilateral cooperation, saying China’s development has brought the hope of peace and development opportunities to the region and the world.
“Tajikistan is willing to be a sincere partner and a close brother of China,” he said, pledging to advance bilateral friendship from generation to generation.
Tajikistan is the first leg of Xi’s ongoing four-country Asia trip, which will also take him to Maldives, Sri Lanka and India.
Chinese President Xi Jinping left Dushanbe for the Maldives on Sunday morning after attending the 14th summit of the Shanghai Cooperation Organization (SCO) and paying a state visit to Tajikistan. In the summit, Xi suggested the SCO members launch consultation on an anti-extremism convention and initiate studies on a mechanism for actions against internet terrorism.
He also called on the SCO members to entrust the group’s Regional Counter-Terrorism Structure (RCTS) with a new function to combat drug trafficking at an early date.
Among the major outcomes of the summit, leaders of the SCO members signed the Dushanbe Declaration, ratified two documents that define the basic principles of membership enlargement, and passed a resolution on the 70th anniversary of the end of World War II.
They also inked a deal on the facilitation of international road transport among the SCO member states.
During his state visit to Tajikistan, Xi held separate talks with Tajik President Emomali Rahmon, Speaker of the Lower House Shukurjon Zuhurov and Prime Minister Qohir Rasulzoda.
The two sides passed a five-year development plan for China-Tajikistan strategic partnership.
Xi and Rahmon also attended the groundbreaking ceremony of the Tajikistan section of Line-D of the Central Asia-China gas pipelines.

Islamic State kills British hostage

14092014
Islamic State jihadists have released a video which they claim shows the beheading of a 44-year-old British aid worker, David Haines, who has been held hostage since his abduction last year.
The masked man in the latest video released across social media on Saturday night claims that Haines was killed because of UK Prime Minister David Cameron’s pledge to arm Kurdish forces in order to battle the jihadist group, according to reports.
“This British man has to pay the price for your promise, Cameron, to arm the Peshmerga against the Islamic State,” the executioner said, according to liveleak.
“My name is David Cawthorne Haines,” the hostage reportedly said before the execution.
“I would like to declare that I hold you, David Cameron, entirely responsible for my execution. You entered voluntarily into a coalition with the United States against the Islamic State, just as your predecessor, Tony Blair, did, following a trend amongst our British Prime Ministers who can’t find the courage to say no to the Americans.”
Haines has made a successful career as a humanitarian aid worker since 1999 and has worked in conflict zones in Africa, the Balkans and the Middle East. Haines’ employer said last week in a statement: “A man’s life should never be threatened on account of his humanitarian commitment.”
Islamic State militant group  released video footage of the killing of a man believed to be a British aid worker. ISIS  group, which is expanding its control in parts of Iraq and Syria, says the killing is meant to send a message to allies of the United States.
The aid worker, David Haines, disappeared last year in Syria while working for a humanitarian organization. The video shows a militant with a knife in his hand standing by a kneeling man wearing an orange jumpsuit.
The kneeling man identifies himself as British. He says the British government is responsible for his execution, since it can’t say no to the United States. The militant issued a warning that the Islamic State would accelerate the destruction of US allies if attacks on the group continued. He then killed the kneeling man.  Islamic militant group has killed two American journalists. Haines was shown in a video the group released depicting the killing of one of the journalists. Obama has called the killing of a British aid worker by the Islamic State militant group a barbaric murder.
In a statement, Obama said the United States shares grief and resolve with Britain, which he calls a close friend and ally.
He said the US will work with Britain and a broad coalition of nations to bring the perpetrators to justice. He said the countries would unite to destroy the group which is a threat to people around the world.
The militant group has also killed two American journalists and released video footage of their executions.
The murder of David Haines is an act of pure evil. My heart goes out to his family who have shown extraordinary courage and fortitude.
