Upper house uproar over Bofors issue



The Elder house or the upper house of Parliament termed “Rajya Sabha” on Thursday witnessed two adjournments in the pre-noon session after uproar by Opposition BJP and AIADMK over a former Swedish police chief’s allegation that payoffs were made in purchase of Bofors guns.
Chairman Hamid Ansari said the Question Hour will not be suspended and asked members to resume their places.
 
“Please allow Question Hour to proceed… The Question Hour cannot be suspended,” he said and took up the first listed question of the day.
 
But as the opposition members were unrelenting, he adjourned the House for 15 minutes.
 
When the House met again, similar scenes were repeated with BJP members  shouting slogans.
 
Ansari repeatedly asked the members to take their seats and raise the issue during Zero Hour. “Please sit down. Allow Question Hour to proceed. Raise the issue at 1200 hours,” he pleaded with the agitated members.
 
Mani Shankar Aiyar (Cong) said Leader of the Opposition Arun Jaitely was the Additional Solicitor General who had done paper work in the Bofors investigation case.
 
Ravi Shankar Prasad (BJP) said very serious questions have been raised by the former Swiss police chief while his party members continued shouting slogans.
Amid din, Ansari adjourned the House till noon.
 
The Lok Sabha also saw brief disruptions on the Bofors issue with Jaswant Singh (BJP) and Basudeb Acharia (CPI-M) demanding suspension of Question Hour.
 
Speaker Meira Kumar’s repeated pleas to raise the matter during Zero Hour found little favour with the members.
 
“I have received your notice. I will allow you to raise the matter during Zero Hour,” the Speaker said.
 
As BJP members insisted that the Chair should hear the topic their colleague wanted to raise, Kumar called Singh to speak.
 
Singh said he wanted to raise the issue in the wake “new and recent disclosures in the continuing saga of Bofors.”
 
The Speaker said that Singh can make a detailed statement during the Zero Hour.
 
Acharia also said that he be allowed to raise the issue which has been debated inside and outside the House, but the Speaker went ahead with the Question Hour.

India successfully launches radar imaging “Risat-1 satellite”

India successfully launched Radar Imaging Satellite, Risat-1 from Sriharikota in Andhra Pradesh on Thursday joined a select group of nations having such an advanced technology. The US, Canada and Europe are having such technology. The indigenously built Risat-1, with a life span of five years, will be used for disaster prediction and agriculture forestry. The high resolution pictures and microwave imaging from Risat-1 could also be used for defence purposes as it can look through the clouds and fog.
The ISRO-made Risat-1 is the heaviest luggage so far ferried by a PSLV since 1993. ISRO chairman K. Radhakrishnan said after the launch that PSLV-C19 mission is a grand success and this is the 20th successive successful flight of PSLV.
The Prime Minister Dr. Manmohan Singh hailed the successful launch of PSLV carrying RISAT-1 and congratulated the scientists associated with the project

MoEF REJECTS FOREST CLEARANCE TO KALU DAM
MMRDA, KIDC and Mah Govt has a lot to answer for

In a significant decision, on the 2nd April 2012, the Forest Advisory Committee (FAC) of the Ministry of Environment and Forests rejected granting Forest Clearance to Kalu Dam, coming up in the Western Ghats of Murbad Taluka in Thane District. Kalu is just one of the 10+ large dams coming up around Mumbai, which are all showing blatant disregard for any environmental, social or procedural laws.

Kalu Dam would have submerged nearly 1000 hectares (2200 acres) of forest in the global biodiversity hotspot of Western Ghats, just 7 kilometres from the Kalsubai Sanctuary. Apart from forest land submergence, the dam was set to submerge 18 villages and affect 18000 inhabitants, mostly Tribals who have been entirely dependent on their forests and river for survival.

The Konkan Irrigation Development Corporation (KIDC), who was building this dam, being financed by the Mumbai Metropolitan Region Development Authority (MMRDA) has shown utter ‘lack of respect to the laws of the land’, as per the report from the Regional Chief Conservator of Forests. The work started on the dam site more than a year back and hundreds of trees were cut, without a Forest Clearance, blatantly violating the Forest Conservation Act (1980) and the Forest Rights Act (2006). When Shramik Mukti Sangathana and SANDRP approached the officials about this, they were told by KIDC engineers that ‘in order to reach a destination fast, we have to jump signals!” These broken signals include No Forest Clearance, No Environmental Impact Assessment or the Environment Management Plan for the project, No Social Impact Assessment, No Rehabilitation and Resettlement plan in Place, No Wildlife Management plan, No options assessment, No Public consultations amongst many more.

The dam construction had already started in full swing in the last year itself, breaking multiple laws like PESA (Panchayat Extension to Scheduled Areas) Act, Forest Rights Act and Forest Conservation Act.

Shramik Mukti Sangathana had filed a PIL in the Bombay High Court against the dam in June 2011. When the Regional Chief Conservator of Forests, Central zone made a visit to the dam site in October 2011, he was taken aback at the extent of destruction taking place in the absence of any clearances and in his strong-worded report submitted to the MoEF, pointed out the proponent had no respect for the laws of the land and took permission from MoEF for granted. Significantly, KIDC gave work order to contractor in May 2011, but submitted the proposal to MoEF only in August 2011. KIDC also grossly underestimated the number of trees to be felled and villages which will be affected. It did not even consider those villages which were to be cut off by the dam.

According to MMRDA, of the approximately 850 crore budget of Kalu, more than Rs 112 crores have been already given to KIDC. It is shocking that MMRDA and our Irrigation Department allocated, released and spent such a huge amount of public money on a dam illegally, destroyed land, forests, river and the villages without taking any requisite permission or without any respect to multiple gramsabha resolutions against the project, violating the PESA.

The Forest Advisory Committee, while “recommending to close this case” has said that “it has taken note of the complaints received about this dam and also that State Government has not submitted any of the reports requested by the MoEF”.

Shramik Mukti Sangathana and SANDRP have been following this matter for over a year and we had sent representations to the MoEF and Forest Advisory Committee since May 2011, providing them with photographic and documentary evidences of the illegal work going on at Kalu. While we welcome FAC’s decision to reject Forest clearance to Kalu, we urge the MoEF to take punitive action against those responsible for violating the FRA, PESA and Forest Act, from the proponent as well as the contractor. There are multiple dams coming up in the ecologically sensitive Western Ghats around Mumbai and a punitive measure will set an example for the other dams coming up too. Most of these dams have no EIA, EMP, Env Clearance, public consultations, options assessment, Social Impact Assessment, or independent monitoring and scrutiny. They all displace tribals without their consent or without just R&R plans. And most of them are not even necessary as better options exist. We also urge MoEF to change the EIA notification to ensure that the dams are not allowed without EIA, public hearings and environment clearance. The Union Environment Minister in any should not even consider giving forest clearance to the project, over ruling the FAC decision, as she did in case of the 300 MW Alaknanda hydro project of GMR in Uttarakhand, which now the National Green Tribunal has stayed.

ALLAHABAD BANK CELEBRATES 148th FOUNDATION DAY



Allahabad Bank, country’s oldest Joint Stock Bank, entered into its 148th year of existence when on 24th April, 2012 the Bank celebrated its Foundation Day through various befitting functions throughout the country.
In a spectacular celebration on the 148th Foundation Day held at Lalit Hotel in New Delhi, the 2525th Branch of Allahabad Bank and 100th Branch of New Delhi Zone was launched by Hon’ble Union Finance Minister Shri Pranab Mukherjee. Launching of 148 Ultra Small Branches  was announced by Hon’ble Minister of State, Government of India, Shri Namo Narayan Meena and Hon’ble Secretary, Dept. of Financial Services, Shri D K Mittal, IAS, launched IMPS (Inter Bank Mobile Payment Service), Rupay Card and Prepaid Card, new e-products of Allahabad Bank. In the function, ceremonial lamp was lit by Shri Pranab Mukherjee, Hon’ble Union Finance Minister, who in his address said that Allahabad Bank has a glorious tradition of being country’s oldest Bank with modern Technology and performing well in fulfilling the expectations of the Union Government, particularly in the field of implementation of poverty alleviation programmes including Financial Inclusion.  Shri Namo Narayan Meena, Hon’ble Minister of State, Union Government, said in his address that Allahabad Bank has shown marked improvement in all parameters and with the launching of Ultra Small Branches, Bank can now have access to the un-reached people for their upliftment. Shri D K Mittal, IAS, Hon’ble Secretary, Dept. of Financial Services expressed that with the introduction of IMPS (Inter Bank Mobile Payment Services) and other e-Products, Bank’s services will cover more people.
Speaking on the occasion, Shri J P Dua, the Chairman of Allahabad Bank recounted the glorious past of the Bank and described that with the progress of time the Bank adapted itself to the call of changing time to be transformed into one of the leading Public Sector Banks of the country. He said that the Bank is doing extremely well in all segments and crossed Rs. 272000 crores business mark in the last Financial Year. With 2525 branches already on the card and more to come up, Bank will perform better in future.
Shri M R Nayak, Executive Director of the Bank proposed the Vote of Thanks.
In its Head Office in Kolkata, 148th foundation day of the Bank was celebrated in a befitting manner with lighting of the Ceremonial Lamp at Head Office. The General Managers/ Officers / Staff members of the bank participated in the function.

Dedicates New Age Cure For Malaria to the Nation, on World Malaria Day
Gurgaon, India, April 25, 2012: Opening a new chapter in the history of Research & Development in India,Ranbaxy Laboratories Limited (Ranbaxy) today launched India’s first new drug, SynriamTM, for the treatment of uncomplicated Plasmodium falciparum malaria, in adults.
At a function held in New Delhi, Mr. GhulamNabi Azad, Hon’ble Minister of Health and Family Welfare, Govt. of India and Mr. VilasraoDeshmukh, Hon’ble Minister of Science & Technology and Earth Sciences, Govt. of India, unveiled India’s first new drug SynriamTMwith Ranbaxy dedicating the New Age Cure for Malaria to the Nation, on World Malaria Day.
The new drug, has been approved by the Drug Controller General of India (DCGI) for marketing in India and conforms to the recommendations of the World Health Organization (WHO) for using combination therapy in malaria. SynriamTM provides quick relief from most malaria-related symptoms, including fever, and has a high cure rate of over 95 per cent.
Phase III clinical trials for the drug conducted in India, Bangladesh and Thailand successfully demonstrated the efficacy and tolerability of SynriamTM as comparable to the combination of artemether and lumefantrine.
The dosage regimen is simple as the patient is required to take just one tablet per day, for three days, compared to other medicines where two to four tablets are required to be taken, twice daily, for three or more days. This makes SynriamTM a convenient option, leading to better compliance. The drug is also independent of dietary restrictions for fatty foods or milk, as is the case with older anti-malarial therapies. Since SynriamTM has a synthetic source, unlike artemisinin-based drugs, production can be scaled up whenever required and a consistent supply can be maintained at a low cost.
Felicitating the scientific team from Ranbaxy, Dr. Tsutomu Une, Chairman, Ranbaxy, said, “I applaud all our scientists who have worked incessantly over 8 years and with great diligence to successfully develop a new drug. Ranbaxy is also working to make this new treatment available in African, Asian and South American markets where Malaria is rampant. SynriamTM trials are ongoing for Plasmodium vivax malaria and a paediatric formulation.
Traditional drugs are proving ineffective against the deadly malarial parasite because it has progressively acquired marked resistance to available drugs. Availability of plant based Artemesinin, a primary ingredient in established anti-malarial therapies is finite and unreliable. This leads to price fluctuations and supply constraints. Most of the existing therapies have a high pill burden that increases the possibility of missing a dose. There was a critical need for a new anti-malaria drug that would address these challenges. Ranbaxy embarked upon this development project with the aim of coming up with a new anti-malarial drug that would be highly effective as well as address the issues associated with the most commonly used therapies.  
Malaria Disease Burden
Malaria remains one of the deadliest diseases affecting humanity and a major global public health challenge. India accounts for over 75 per cent of the 2.5 million reported cases of malaria in South East Asia. More than two-thirds of the Indian population lives in the malaria-affected parts of the country. According to WHO*, 15,000 people die annually due to malaria in India whereas Lancet#, one of the world’s leading medical Journals, points out that 205,000 people die of malaria annually in India. In India around 117 districts are Chloroquine resistant. SynriamTM  has been shown to be effective in these geographical regions also.
What causes Malaria
Malaria spreads through the bite of the infected female anopheles mosquito. There are four types of malarial parasites, of which Plasmodium falciparum and Plasmodium vivaxare the most common. Plasmodium falciparum accounts for about 90 per cent of the deaths caused due to malaria.
