Weird Food Security ‘8 Critical Ommissions in Niti Ayog Paper’
Agriculture GDP India $310b [$200b Actual] vs China $1100b
April01, 2016 (C) Ravinder Singh progressindia2015@gmail.com
Though madness & frauds of Ashok Gulati directed food policies are
reduced but There Is No Structural Change in Food Supply to 1300m
People of India. Prof Ramesh Chand of Niti Ayog is much more
Understanding and Realistic but is not getting right feed back from
Farmers, the Primary Stake Holders in Food Supply.
Eight CRITICAL OMMISSIONS in Niti Ayog Paper On Food Security
They are 1. Stable and Affordable Prices of Foods, 2. Long Term Credit
Flows – 18% of Loans to Indian Farmers, 3. Multi-Purpose Dams for
Reliable Irrigation, 4. Farmers Food Storage 5. Food Processing 6.
Direct Marketing, 7. Malnutrition & Hunger & 8. Crop Nutrient Loss.
Weird Definition of ‘MARKET & PRIVATE SECTOR/COMPANY’
Fundamental Problem with Indian Economists is they Don’t Understand
MARKET – ‘It Is Meeting Place of Buyers & Sellers’ – but in India it
is Actually ‘Sellers & Traders Meeting Place,’ – ‘Farmers are not
allowed to Sell Their Produce Directly To Consumers, Not Allowed to
Store Foods They Produce and Process it.’ GoI Supports TRADERS to Buy
Foods, Store it & Process it and realize 200% to 1000% Margins.
FARMERS TOO IS ALL PRIVATE SECTOR.
For Food Security it ‘ESSENTIAL TO MAINTAIN BUFFER STOCKS’ – and
    Storage By Farmers Cost Practically Nothing – By TRADERS who are
SUPPORTED COST
3-10 TIMES MORE – Storage of Groundnut by FARMERS may cost say
Rs.1,400/Ton @4% – TRADERS Rs.20,000 @36% Plus Rent. Practically
nothing to Store FOODS With Farmers.
    Storage By Farmers Would Stabilize Prices to SUSTAIN Agriculture.
MORE DETAILS
1.]  Though Employment in Agriculture is reduced to 48.9% but Farm
Ownership continues to be say 75% or more. Roughly 1000m People are
expected to share Profitability from Agriculture.
2.]  As per data taken from Internet Agriculture in Contributes $310b
in India to $1100b in China but since Inputs in India are much higher
– High Cost of Fertilizers, Seeds, Irrigation, Interest on Loans
including Moneylenders, Wastages, and No Value Additions the real
Agriculture GDP is just $200b only.
3.]  Five decades ago FOOD PRODUCTION STORING & PROCESSING WAS
LOCALIZED, VILLAGE CO-OP BANKS provided loans to farmers and farmers
were HAPPY –
    Farmers within village [My Own Included] were producing Groundnut & Oilseeds,
Cotton, Milk, Meat, Egg,  Wheat, Bajra, Maize, Fodders, Fruits &
Vegetables, Onions & Potato, Sugarcane, Spices etc and used to make
Brown Sugar (Gur), Vegetable Oils, Flour, Pickles Jams & Papads,
Tandoors, Halwais, Dehydrated Vegetables, Spinning Yarn etc. Timber,
Fuel Wood, Bamboos were produced within village. They had their own
Wells, Masons, Carpenters & Iron Workers, all even in small village of
400 people.
    Entire FARM WASTE was recycled within village.
4.]  Farming Peace & Economy was DISTURBED when initially Cooperative
Sugar Mills & FCI started paying Cash and 3 Bags of Sugar Were
Initially Given FREE for 100 Bags of Wheat as Incentives and Payments
were made in Cash – Cropping Pattern began to Change.
5.]  Introduction of HY Seeds of Wheat & Rice in irrigated regions
increased CROP YIELDS 2-4 TIMES made farmers to grow Wheat & Rice
Crops. From Localized Production it became NATIONAL FOOD BASKET to
EXPORTER of FOODS.
FARMER COOPERATIVES or TRADER-CORPORATE MANAGED
6.]  Way back in 1992 It was FOUND that in Punjab almost all Sunflower
Oilseeds Production was purchased by INDORE TRADERS For Oil Mill
Owners. Farmers were paid much less than Real Price because of CARTEL
– since then AMBANI, ADANI Plus More CORPORATE have acquired major
stakes in Food Trade. They engage ‘TRADING AGENTS to Procure & Store
Foods.’ THERE ARE NO COOPERATIVES to PROCESS SELL FARM PRODUCE.
Bhakra Dam Supply More Waters Than 2584 Maharashtra Dams
7.]  As given in Annexure – Bhakra Dam releases more water than all
2548 Maharashtra Dams. On March18, 2016 All Dams in Maharashtra had
8.5 BCM of water – 4-5 BCM may lost due to Evaporation – thus Bhakra
Dam shall deliver more Irrigation Supplies than all Maharashtra Dams.
Storages in Gujarat a just half 4.2 BCM of Maharashtra.
Building Check Dams, Ponds, MAXIMIZES EVAPORATION LOSSES and MINIMIZES
Flows in to Dams.
8.]  MALNUTRITION & HUNGER – Food Security program doesn’t Guarantee
ADEQUATE FOODS & NUTRITION to every Indian.
9.]  Food Wastages & Nutrition Losses – Instead of Delivering FRESH
FOODS AT NUTRITIOUS Best – Raw Foods are subjected to Multi-Stage and
Long Distance Transportation – Direct Losses are admitted by Food
Processing Minister to be Rs.91,000 Cr but it don’t include NUTRITION
LOSS and Micro Nutrient Loss as Food Waste is Not Returned to Farms.
REAL LOSSES ON THIS COUNT COULD BE Rs.300,000 Cr or 25%.
QUESTIONS TO PROF. RAMESH CHAND, NITI AYOG
    Can there be FOOD SECURITY When There is No Price Stability & Affordability?
    Can there be FOOD SECURITY when Farmers are Not SUPPORTED to STORE
Excess Food Production, Switch Crops and Earn Enough to Support his
Family?
    Can there be FOOD SECURITY When FARMERS DON’T GET LONG TERM BANK LOANS?
    Can there be FOOD SECURITY when there are MULTI-LEVEL MIDDLEMEN
Realizing 30% to 70% Value of Supply Chain Without Adding Value?
    Can there be FOOD SECURITY When 10% Food is Lost in Transport – 30%
to 50% Nutrition Loss and Food Waste with MICRO NUTRIENTS are not
returned to Farms?
    Can there be FOOD SECURITY when Farmers Not Allowed to ADD MAX Value to Crops?
    Can there be FOOD SECURITY When Farmers Don’t Get RIVER Waters –
FREE Irrigation?
    Can there be FOOD SECURITY when FOODS AREN’T DELIVERED DIRECT & FARM FRESH?
    Can there be FOOD SECURITY when Foods Delivered are Unhygienic, Rotting?
    Can there is FOOD SECURITY when MANDIS are STINKING ROTTING FOODS?

North Europe airport, located outside Gothenburg, Sweden  bomb threat has been reported at Swedens Landvetter airport. A police operation is underway and the domestic hall has been evacuated following the discovery of two suspicious bags.
The airport, located outside Gothenburg, received a bomb threat on Thursday morning. Swede police were placed in high visibility areas, police spokesperson Peter Adlersson told Expressen.
A couple of “suspicious” plastic bags were later found in the domestic hall. The hall was subsequently cordoned off, Adlersson said.

“We are in place for a possible bomb threat. Police have asked for our help and we are in place for this reason,”said Matilda Gustafsson, chief of staff at the emergency services in Greater Gothenburg, as quoted by Aftonbladet.
Swedavia, the company which operates Landvetter airport, has also confirmed that there is a threat against the airport.

PM-type state counselor role for Aung San Suu Kyi

The upper house of Myanmar’s parliament approved a bill on Friday giving Aung San Suu Kyi a more powerful role over the parliament and government. The move came despite strong opposition from the military and former ruling party USDP, who argued that the PM-type role for the National League for Democracy leader (NLD) is unconstitutional, Channel NewsAsia reported. They wanted the decision be referred to the Constitutional Tribunal, but it still needs lower house approval and a presidential sign-off before becoming law. The new position could cement the Nobel laureate’s control over Myanmar’s first civilian administration in decades. On the day that the new, democratically-elected government began working, prominent political prisoner Patrick Kum Ja Lee was released Friday after he finished his six-month jail sentence. The release was on schedule and not ordered by the new government.

China, U.S. agree to boost nuclear security cooperation

China and the United States on Thursday reaffirmed their joint commitment to global nuclear security and pledged to continue cooperation in this area beyond the Nuclear Security Summit (NSS) process.
In a joint statement released as Chinese President Xi Jinping and U.S. President Barack Obama met here on the sidelines of the fourth NSS, the two countries declared their “commitment to working together to foster a peaceful and stable international environment by reducing the threat of nuclear terrorism and striving for a more inclusive, coordinated, sustainable and robust global nuclear security architecture for the common benefit and security of all.”
Nuclear security cooperation has become a bright spot in the building of a new type of major-country relations between the world’s largest developing and developed countries. In February, the two sides carried out the inaugural round of bilateral discussions on nuclear security in Stockholm, Sweden.
“We plan to continue this dialogue on an annual basis, so as to intensify our cooperation to prevent nuclear terrorism and continue advancing Nuclear Security Summit goals,” said the joint statement.
In a more recent example, a nuclear security center of excellence (COE) jointly financed and built by the Chinese and U.S. governments was inaugurated in suburban Beijing on March 18. It is the largest, best equipped and most advanced facility of its kind in the Asia-Pacific region.
The COE, said the statement, “is a world-class venue to meet China’s domestic nuclear security training requirements, as well as a forum for bilateral and regional best practice exchanges, and a venue for demonstrating advanced technologies related to nuclear security.”
The two countries pledged continued engagement on nuclear security training and best practices so as to maximize the use and effectiveness of the COE, and China vowed to sponsor training programs at the site for regional partners and other international participants to further promote global nuclear security awareness and engagement.
Meanwhile, the two sides agreed to push forward cooperation on conversion of miniature neutron source reactors (MNSR) from highly enriched uranium fuel to low-enriched uranium fuel, including working through the International Atomic Energy Agency (IAEA) to support the conversion of MNSRs in Ghana and Nigeria as soon as possible.
China, according to the joint statement, also “reaffirms its readiness, upon the request of respective countries, to convert all remaining Chinese-origin MNSRs worldwide.”
Recognizing the need for strengthened international cooperation to counter nuclear smuggling, China and the United States reiterated their “enduring commitment to prevent terrorists, criminals or other unauthorized actors from acquiring nuclear or other radioactive materials.”
The two sides “will continue to coordinate efforts to strengthen counter nuclear smuggling capabilities and share best practices with the international community, taking full advantage of the training programs sponsored by the China Customs Training Center for Radiation Detection,” said the statement.
Furthermore, Beijing and Washington expressed satisfaction on “the fruitful cooperation between the two sides in enhancing the security of radioactive sources, in particular regarding recovery of disused sources and transport security of radioactive sources,” and pledged to further strengthen cooperation in this regard and facilitate the sharing of experiences and best practices with other countries.
Stressing that “strong communication and cooperation are essential to nuclear security,” the two countries committed themselves to continuing strong support for the work of relevant international agencies on nuclear security in accordance with their respective mandates.
The NSS process, initiated by Obama and headlined by a biennial leaders’ meeting since 2010, will come to an end in its current format after the fourth summit, though nuclear security is faced with increasingly grave and complicated challenges.
Under such circumstances, China and the United States expressed their “strong commitment” to addressing the evolving nuclear security challenges through sustained efforts after the current NSS process concludes, said the joint statement.
